NATO Policy on System Life Cycle Management (SLCM) • The aim of SLCM is to optimize defense capabilities taking into account performance, cost, schedule, quality, operational environments, integrated logistic support and obsolescence over the life cycle of the system. • The defense capability depends to a great extent, on the quality of systems. Quality is best achieved through an integrated systems approach throughout the life cycle. (ref. to AQAP-2000)

  3. Major Task AC/327 WG on Quality: • Develop a roadmap for a System Life Cycle Quality Framework on the basis of NATO AAP-48. • Finalized 2009 (hopefully!)

  4. AAP-48 NATO System Life Cycle Stages and Processes • AAP-48 was approved by NATO end 2006 • AAP-48 defines the SLCM framework and provides guidance for implementing the SLCM Policy. It is based on the civil standard ISO/IEC 15288 (SE-System Life Cycle Processes) and provides for a common understanding of the principles and terminology of SLCM.

  10. Where do we end?? • 1 System AQAP with all tailoring criteria? • AQAP’s related to a Life Cycle Stage? • AQAP’s with templates related to processes and products? • QA Roadmap covering all quality aspects mentioned above with reference to existing AQAP- 2000 series?

  11. Threats: • Acceptance by industry (depart from ISO!) • Tailoring too complicated (like AQAP-160!) • Therefore: • Include civil QA Standards (ISO/AS etc) as much as possible. • Develop pre-tailored templates to facilitate tailoring as much as possible.

  12. QA roadmap will result in (Opportunities): • Better control of Defence Acquisition programs by focussing at carefully selected processes and life cycle stages through the application of tailoring criteria defined by the QA roadmap. • More effective and efficient GQA by means of monitoring processes and output performance tailored to the complexity, life and risks of the defence acquisition program.
