  3. RESPONSIBILITIES

  4. ADMINISTRATION • Communication with Emergency Services and General Public • Grant Administration • Daily Operation Functions • Records Management • Agency Support

OPERATIONS • Information Technology Enhancements • National Incident Management System (NIMS) • State-of-the-Art Emergency Operations Center • Knowledge, skills, and abilities in emergency, incident and resource management and planning. • Systems – Flood Warning, Nuclear Power Plants Sirens, Emergency Alert System*, Alert & Notification Note: * - Systems Pending

  6. PLANNING • Use of All-Hazards Planning • Responsible for more than 35 different plans. • Involvement and maintenance with more than 550 individual facility plans. • Assistance to local municipalities and other governmental agencies. • Operations Security (OPSEC) • For Official Use Only (FOUO)

  7. TRAINING DIVISION • Coordinate Training and Educational Programs • Exercises with hands-on participation. • Foster Inter-discipline Coordination • Maintain Individual Training Records for more than 6,400 county personnel

  8. HAZ MAT DIVISION • 300+ Fixed Facilities (Reportable) • 1,300+ Chemicals Reported • Flammable/Toxic/Corrosive • Contaminate the Environment • Harm the Public (YOU!) • 165+ EHS Sites (3rd in PA) • LEPC / Haz Mat 2 Liaison • Training of Responders • (444 in 2008)

  9. COLLABORATION • Haz Mat 2 • Critical Incident Stress Management (CISM) • Citizens Corp. • Volunteer Organization Active in Disasters (VOAD) • County Animal Response Team (CART) • Amateur Radio (RACES) • County Rescue Task Force • Numerous Others

  10. PA TITLE 35 • Requires every municipality and each county to have an EM organization.

  11. Rules of Engagement • County EMA involvement to provide assistance & support to a single municipality when requested.

  12. Rules of Engagement • Required to coordinate the response to any multi-jurisdictional emergency /disaster.
