  8. Energy Conservation Law No. 3 • This law issued in Feb 2009 • Regulatory basis for national economic sectors to adapt Energy conservation, energy efficiency and renewable energy. • All codes and legislations related to energy are under the umbrella of this law.

Syrian German cooperation project “ practical application for buildings thermal insulation Code in Syrian“ 1- Capacity buildings in different stages about appropriate thermal design of buildings, thermal insulation, building physics, inspection, control and supervision which will help in implementing energy conservation law No. 3 that issued in 2009 by the President of Syrian Arab Republic. 2- Issuing Syrian Thermal Insulation Buildings Atlas (STIBA) 3-Designing thermal calculation software for the Syrian insulation code 4- Put strategy to develop Syrian insulation Code according to climate zones in Syria.

Government of the Syrian Arab Republic United Nations Development Programme “Energy Efficiency Building Codes in the Syrian Arab Republic” • remove legal, regulatory and institutional barriers to the adoption of an EE building code. • promote a policy dialog among government agencies, industry professionals and developers/landlords on a national EE building initiative. • increase the acceptance of EE standards and practices by industry professionals, developers and landlords. • Carry out demonstration projects to demonstrate the efficiency of proposed standards
