  2. Today’s Outline Who is Florida Gas Transmission (FGT)? Why is FGT testing? What is the test exactly? When will the test occur? Where will the test take place? How will the test be conducted? How will the test affect me?

Florida Gas Transmission Company • Natural gas transmission company operating a 5,000 mile pipeline system along the Gulf • Provide 65% of all the natural gas for power generation in Miami-Dade County • 18” diameter Mainline serving South Florida • Customers include: • Electric utility companies • Local distributors • Industrial clients

  4. Need for the Test • The U.S. Department of Transportation regulates all interstate pipelines • Testing is federally mandated • Best practice to confirm the safety and reliability of the pipeline • Safety is our #1 priority • Ensure continued superb customer service

Nature of the Test • Hydrostatic Test • Remove the natural gas from the line • Controlled release vents harmlessly into atmosphere • Service is maintained on another system • Test the integrity of the pipeline by filling the line with water • Put the water under pressure for a fixed period of time

  6. Background • Hydrotesting the 18” Mainline system • Standard, common pipeline test procedure • Recent, successful 18” Mainline tests were completed in: • Saint Lucie • Martin • Palm Beach • Broward

  8. Project Schedule • Test window is tentatively set: • Early morning Monday 28 March 2011 • FP&L and regulator coordination now

  9. Project Location • Total Project Length = 10.2 miles • Begin: Golden Glades Interchange • End: NW 122nd Street • Generally, along the Palmetto Expressway • Within the limits of: • City of Miami Gardens • Town of Miami Lakes • City of Hialeah • Unincorporated Miami-Dade County

How the Test is Performed • Remove natural gas from the 18” Mainline • Completed the week before the hydrotest • Fill the line with water • Pressurize the system • Normal operating pressure is 722 PSI • Test pressure is up to 1,444 PSI • Relatively short duration (approx. 30 minutes) • Reduce to intermediate pressure at 1,108 PSI • Maintain for 8 hours

How the Test is Performed (con’t) • De-pressurize the line • Drain the water from the system • If any integrity issues are found: • They are corrected as soon as possible • The hydrotest is performed again • Any re-testing must be performed within the prescribed test window timeframe • Resume normal natural gas service

Safety During the Test • For the duration of the high pressure test, as • a safety consideration, we plan to isolate • sections of the pipeline route from people • and traffic Safety is our #1 priority Performing extensive test preparations, including an inspection of the entire system Pipe anomalies will be repaired in advance of conducting the hydrotest

  14. Conducting the Test • Advance Preparations • Make all key stakeholders aware • Adjacent property owners • Emergency service providers • General driving public • Announcements • Flyers, newspaper, FL511, website, etc. • Dynamic message signs • 2 weeks in advance

  15. Conducting the Test (Con’t) • Night of the Test • Begin at midnight • Close ramps/roads/lanes with barricades • Law enforcement support • Confirm all-clear along the 10.2-mile corridor • Conduct hydrotest • Reopen roadways at approximately 4:00 AM

  16. Traffic Control During the Test • General Utility Permit from the Florida Department of Transportation is in process • Officers will be stationed at ramp and road closures and at detours • Traffic will be detoured from: • Turnpike • I-95 • Palmetto Expressway
