GSA Travel Programs • GSA provides products and services to enable travel management at over 110 Executive Branch Agencies • The recent Federal Acquisition Service reorganization nationalized GSA travel programs into a single shared services operation to provide world-class travel management • Provides shared, government-wide, operational solutions that enable customers to manage their travel efficiently and effectively while accomplishing their mission • Includes customer service and acquisition support • Policy compliance • Provides the framework for government-wide professional travel management • Programs include • City Pair Program • GSA Lodging Programs • Travel Services Solution (TSS) schedule • E-Gov Travel Service (ETS) • Management Information Systems (MIS) • Professional Development and Training

Program Highlights • City Pair Program • Government-wide (Executive branch and DoD) mandatory program • FY 08 awards effective October 1, 2007 • 14 contract carriers & over 5,002 City Pairs – 3,874 domestic, 1,128 international • The unrestricted CPP contract fares offer an average savings of 63 to 77% below the comparable lowest unrestricted commercial coach class fares • Potential to save the Federal Government $4.5 billion in FY 2008 • GSA Lodging - FedRooms • First consideration program managed by an outside vendor • Utilization went from 6,000 room nights per month in Jan 2005 to 17,500 room nights per month in June 2007 • Over 5,000 properties world-wide currently • Properties are at or below per diem rates, no add-on fees and FEMA compliant

Program Highlights, cont. • GSA Lodging - Emergency Lodging • Schedule buy, single blanket purchase order for temporary lodging accommodations in support of emergency disaster victims • Initially began as a response to Hurricane Katrina • Travel Services Solution (TSS) schedule • A comprehensive contracting vehicle that encompasses consulting, travel agency and contract support services • E-Gov Travel Service (ETS) • Government-wide (Executive branch) mandatory program • Web based travel management service • 81 civilian agencies have awarded their ETS task orders • 52 agencies are processing end-to-end transactions • 41 agencies are fully deployed • FY 07 projection on plan • Expect all agencies to be substantially, if not fully, deployed in FY 08 • Online usage is exceeding 60%

Program Highlights, cont. • Management Information Systems (MIS) • Single vendor has been awarded a contract to aggregate travel data from multiple sources including TMCs, ETS, SmartPay, ARC, and suppliers • Aggregation will provide a complete picture of the $16B the federal government spends on travel and improve strategic sourcing • Agencies benefit • Manage travel expenses • Identify travel compliance to the Federal Travel Regulation • Quick and easy response to data calls • Professional Development and Training • Focuses on Federal Travel Regulation and Joint Travel Regulation training

T&T Program Offerings - Transportation • GSA offers a suite of programs and services that meet civilian agencies transportation needs. • The recent Federal Acquisition Service reorganization nationalized GSA transportation programs. • Programs include: • Relocation Resource Center • Centralized Household Goods Traffic Management Program (CHAMP) • Freight Management Program (FMP) • Express and Ground Domestic Delivery Service • Transportation Delivery Relocation Solutions Multiple Award Schedule (TDRS MAS)

Relocation Resource Center New model - eliminates silos Current Schedule 48 offerings for homesale assistance, household goods CHAMP Aligning CHAMP with Relocation streamlines the purchasing for customers Graebel Move Management Expanding the schedule with additional vendors and value add services Assists agencies in managing relocation operations by leveraging end-to-end and component services Central resource of subject matter expertise for consistent industry guidance and oversight 13 13

Centralized Household Goods Traffic Management Program (CHAMP) • Assists relocating federal government employees in transporting household goods from one official duty station to another, both domestically and internationally. • Accessible via TMSS • Average Savings- 52% off commercial rates • Strict transportation services provider (TSP) approval process • Access to a TSP customer satisfaction index • Over 250 participating TSPs

  15. Freight Management Program (FMP) • Assists federal agencies to purchase standardized freight transportation services. • Accessible via TMSS • Average savings-45% off of commercial rates • Strict TSP approval process • Over 600 TSPs-large & small

Federal Strategic Sourcing Initiative – Express and GroundDomestic Delivery Service • Leverages the government’s buying power • Quality vendor with reliable service - FedEx • Annual benchmarking study and high-level spend analysis is done for better business management and helps to meet OMB reporting mandates • Volume discounts • Saves $34M a year • This is a program not a schedule • Re-procurement in FY09 • Value proposition is strong but IFF does not cover the cost of the program

  17. Transportation Delivery Relocation Solutions Schedule (TDRS MAS) • Offers an array of solutions to help meet all of an agency’s transportation, delivery, and relocation needs. Services include: • Corporate Housing • Rental Supplemental Vehicles • Local Courier Services (small business set aside) • Office Relocation Services • Domestic Delivery Services • Ground Passenger Transportation Services • Government-wide Employee Relocation Services
