  2. 2016 Request for Proposals • Substance Abuse Services for FY2016 procurement • All treatment services – youth, adult, specialized female • Outreach, Screening, Assessment and Referral (OSAR) services • Co-occurring Psychiatric and Substance Use Disorder (COPSD) services

  3. 2016 Request for ProposalsTimeline • Two requests for information (RFIs) • Today’s RFI will cover proposed changes to service delivery system • May 2014 – Second RFI – posting of draft RFP document • RFP is expected to be posted in October 2014 • Contracts awarded to begin September 1, 2015

  4. 2016 Request for ProposalsRFI • DSHS is proposing several changes to the service delivery system: • Youth services – outpatient curricula • Youth services – day treatment • Youth services – transitional and recovery services • Youth services – specialized female • Buprenorphine services • Overdose prevention education

  5. 2016 Request for ProposalsYouth services – outpatient curricula • DSHS is proposing that Cannabis Youth Treatment (CYT) be an optional curriculum for Youth Outpatient Treatment • Providers could continue to use CYT alone or in conjunction with another evidence-based curriculum • Providers would continue to be required to use at least one evidence-based curriculum

  6. 2016 Request for ProposalsYouth services – day treatment • DSHS is proposing to add Adolescent Day Treatment to the youth treatment service array • Requires specific licensure from DSHS Regulatory Division • Facilities providing day treatment must provide at least 15 hours of services perweek, comprised of at least: • one hour of individual counseling; and • 14 hours of additional counseling, chemical dependency education, life skills training, and relapse prevention education. Attendance in school may not be counted toward this requirement.

  7. 2016 Request for ProposalsYouth services – transitional and recovery services • DSHS is proposing to fund transitional and recovery services in communities to which youth clients are returning after treatment services • Governmental or non-profit entities would be eligible respondents (not limited to licensed treatment providers) • Services would be curriculum-based and would assist adolescents in sustaining their recovery after treatment

  8. 2016 Request for ProposalsYouth services – specialized female • DSHS currently issues a specific and separate contract for pregnant and parenting youth • Expenditures and numbers served have been very low in these contracts due to lack of demand for the services • DSHS is proposing to eliminate this separate contract • Pregnant and parenting youth will be able to access standard youth treatment services • DSHS is proposing to procure one statewide youth Women and Children Residential program

  9. 2016 Request for ProposalsBuprenorphine services • DSHS is proposing to increase the ability of clients to access certain opioid substitution services (buprenorphine) outside of licensed narcotic treatment programs • Physicians with a waiver from The Drug Addiction Treatment Act of 2000 (DATA 2000 waiver) are able to prescribe buprenorphine outside of a licensed narcotic treatment programs • DSHS is considering making a subservice type rate for physician services available for outpatient and residential providers to facilitate client access to DATA 2000 waivered physicians

  10. 2016 Request for ProposalsOverdose Prevention • DSHS is proposing to add service requirements for providing overdose prevention education to clients during treatment or at discharge • Overdose prevention education for all clients as a part of treatment education requirements • Specific overdose prevention activities with clients with opioid use disorders and those clients that use drugs intravenously to include: • Education on naloxone (including possible local access) • Referral of clients with IV drug use history to HIV Outreach services • Referral to local community resources that work to reduce harm associated with high risk behaviors associated with drug use

  11. 2016 Request for ProposalsInstructions for Comment • DSHS will be accepting comment from stakeholders about these proposals and will consider feedback as the draft RFP is developed for posting in May 2014 • Stakeholdersmust submit comments and other feedback using the attached stakeholder feedback form: • Send the completed form to:SA-RFI@dshs.texas.gov • Feedback must be received no later than April 18, 2014 by 5:00 PM CST
