Tools: RESPONSE FUND (proposed) Contingency Foreign Operations Funds to Jump-Start Programs • ’07 budget request is $75 million • Aim is quicker movement of resources Authorities • Would provide vehicle for rapid reprogramming • Would add to flexibility of existing funds for designated country • Would support pre-positioning of institutional contracts to fill key R&S gaps Congressional Support • Called for in Lugar-Biden bill, supported by authorizers • Senate voted $20M in ’05, $74M in ’06 • House voted zero and dropped in conference
Terminology of Surge Capacity “Supply Side” of personnel pools to draw from • First Responders: Pre-assigned and prepared Response Corps at State and equivalent personnel in AID and other partner agencies and bureaus • Civilian Reserves: Standing body of trained private citizens to be mobilized for key presence on ground during surge period – under study and development • Global Skills Network: Institutional contractors pre-positioned to deliver technical expertise and help build local capacity over sustained period “Demand Side” of response teams • Teams may be formed in Washington or theater command as well as in country • Personnel for teams drawn from above pools and elsewhere Permanent Washington leadership and coordination: S/CRS • 80 core positions • To lead, plan, coordinate, mobilize civilian response
Tools: FIRST RESPONDERS Agency Personnel on Short String to Deploy and Manage Response • U.S. Government Direct hires or equivalent • 1 week notice to deploy, to stay up to 6 months State Department Response Corps • Active RC: dedicated, specially trained • 6 by Feb 1, 15 in summer ’06, expand in ‘07 • Standby RC: pre-screened, experienced, as available, included in training • 100 by Feb 1, 250 in summer ’06, expand Equivalent First Responders in USAID, Other Partner Agencies • AID in process of reinforcing and broadening existing capabilities • Others have varying mechanisms to be strengthened • NSPD calls for, S/CRS working with
Tools: CIVILIAN RESERVES (proposed) Non-Federal Personnel Pre-Trained to Help Surge • To become Federal R&S hires when mobilized • 30 - 90 day notice to deploy, to stay up to 1 year Primarily Skills Not Ordinarily Available from Federal Government • Performing governmental functions • Public services, civil administration, policing, rule of law • Civilian reserves should be flexible to mobilize for other functions Next Steps • Detailed management study • Consultations with Congress in context of ’07 budget request
Tools: GLOBAL SKILLS NETWORK Inventory of Pre-Positioned, Strengthened Institutional Contracts • Flexible contracts & NGO arrangements for expertise in various sectors • Longer lead time, can stay for years Operational Database of R&S Capabilities • Mandated by Congress as major S/CRS responsibility • Rough-cut data collected in Fall ‘04 • Application developed and installed December ’05 • Now improving and expanding data • Inter-agency access via website will be next step Pre-Positioned Contracts • Supervised and administered by responsible agency or bureau • Improve, expand network to address gaps, speed, flexibility, skills • Use Conflict Response Fund to fund rapid response
