The Third Amendment • NNo soldier shall, in time of peace be quartered in any house without the consent of the owner, nor in time of war, but in a manner to be prescribed by law.
The Third Amendment • Prohibits government from forcing private citizens to quarter – provide room and board for – government soldiers without owner’s permission. • DOES NOT include the enemy!
The Third Amendment • IF there is a war – and the government needs to quarter troops, it must do so according to legal procedures. • They need to pay rent.
The Third Amendment • Hasn’t always worked that well. • Civil War • American Indian wars • People were forced to feed, keep troops, and surrender their livestock.
The Third Amendment • Unlikely in the modern age we will ever be asked to keep troops on our property. • People do have the right to their privacy.
