The Minnesota Case • Participated in TIMSS 1995, 2007, 2011 as ‘mini-nation’ • Implemented new standards in 1995, 2007 that make content coverage more closely resemble that of TIMSS test • Scores generally improved from 1995 to 2011, and MN saw faster growth than US as a whole • Engaged education stakeholders, business community, general public in discussion of TIMSS results, what they meant, and how they could inform policy
