3. Key Budget Process Dates • February - May: Legislature’s Budget Committees hold hearings on Governor’s January proposals. Mental health hearings: • April 9(Asm. Budget Subcommittee #1) • April 12: (Sen. Budget Subcommittee #3) • May 10: Governor releases May Revise. • June 15 : Legislature’s deadline to pass the budget. • November 6: General election, including Governor’s ballot initiative.

4. Key (Draft) Budget Trailer Bills Released by the Administration • Transfer of Medi-Cal Specialty Mental Health to DHCS • Mostly technical in nature to rename state department identified as DHCS; many opportunities to streamline still exist from CMHDA’s perspective. • Transfer of non-Medi-Cal functions from DMH to other organizations, as well as make changes to the Mental Health Services Act. • See CMHDA’s February 2012 Memo on DMH restructuring proposals. MHSA changes to be discussed during “Boot Camp.” • None of these vehicles make statutory changes to reflect the changing state-county relationship due to 2011 Realignment of Medi-Cal Specialty Mental Health.

7. SB 1136 (Steinberg) • Spot bill to make changes to the Mental Health Services Act, Medi-Cal managed care, and Adult and Children’s System of Care statutes. • Contains legislative intent language, including these topics: • Improve access to culturally appropriate services • Constructive opportunities for more inclusive, comprehensive delivery system • Establish qualitative process of seeking meaningful stakeholder participation • Increase accountability and program effectiveness • Effectively integrate the financing of services • Provide focused, high-level leadership in state administrative structure • Eliminate administrative redundancies and inefficiencies across programs. • Create Office of Health Equity

8. AB 1569 (Allen) • Extends the sunset date for Assisted Outpatient Treatment (Laura’s Law) from January 1, 2013 to January 1, 2019. • Note that Assembly Member Chesbro has introduced AB 2134 as a “spot bill” on Laura’s Law to address issues that may arise this year. • CMHDA Position: “Watch”

9. AB 2228 (Hayashi) • Requires counties with “Family Justice Centers” to use MHSA funds to address the needs of crime victims who seek services at the centers. • Family Justice Centers are pilot projects authorized in state law in the cities of Anaheim and San Diego, and in Alameda & Sonoma Counties, through January 1, 2014. • Assembly Member Hayashi wants MHSA funds to be used to address the mental health needs of domestic violence victims. • CMHDA Position: MHSA Committee recommends “Oppose”

10. Key Bills CMHDA Currently Supports • AB 154 (Beall): Expands California’s mental health parity law to most disorders included in the DSM. • AB 1550 (Bonilla): Increases veterans’ specialized license plate fees in order to generate additional funding for county Veteran Service Offices. • SB 9 (Yee) authorizes prisoners who were under age 18 at the time of an offense for which they were sentenced to life without parole to petition for recall and resentencing.
