Why the focus on performance? • Scottish Government Purpose: “To focus government and public services on creating a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth.” • Planning’s reputation: • Public/customer service • Confidence to invest – open for business • Quality of place

Measuring Performance • Measuring the right things… • Statistics: %age decided within 2 or 4 months • Culture change: Service Improvement Plans • Audit Scotland: • “Time is currently the only way to measure performance and a more comprehensive framework is needed.” • HOPS: Planning Performance Framework • - Holistic view: speed, also certainty and customer service
