Status of Implementations of RTEin U.P. • RTE Rules have been notified by the State Govt on 27 July, 2011. • In the perspective of RTE Act, the State Government has issued revised guide lines/Govt. Orders regarding recognition of schools on 19 May, 2011. • The State Govt. has assigned the work of conducting TET to the UP Board of Secondary Education and the Board is organizing TET on 13 November, 2011. After the result of TET, the recruitment process to recruit 72825 teachers has to be concluded before 31 December, 2011.
Norms in RTE Rules Primary Schools- distance of 1 km & population of minimum 300. Upper Primary School - distance of 3 km & population of minimum 800. • Thus, district wise list of unserved habitations was prepared separately for primary schools and upper primary schools. • Thereafter, details of no. of children (disaggregated by category) in these unserved habitations were obtained from the districts. • 10366 PS and 1052 UPS sanctioned in supplementry Plan of 2011-12 • 121 composite schools (class-1-VIII) sanctioned for Urban area.
Civil Work • Construction work of 1117 out of 1126 school buildings and all of 8604 additional classrooms sanctioned in 2010-11 is complete. • Construction of 18338 boundary walls has been completed and remaining 1262 boundary walls expected to be completed soon. • During 2011-12, construction of 49335 additional classrooms has been taken up. As on 11.11.2011, construction work has started in 44238 and 6772 have been completed. Monsoon period is over and construction work is in full swing. Directions issued to complete all additional classrooms by 31.1.2012. • Third Party evaluation of civil works (2010-11) completed by Centre for Development Communication and Studies, Jaipur as External Agency. Appointment for 2011-12 civil works in progress.
Contd.... • Handpumps are being installed in convergence with Rural Development Department in all 12265 schools without drinking water facility. Installation of Handpumps expected to be completed soon. • In 12926 Toilet less schools construction of toilet is in progress convergence with Panchayti Raj Department. • Maintenance work of school buildings is going on in the districts and will be complete soon. 6
Good Practices in Construction A. Kasturba Gandhi Balika Vidyalya: • Solar Heater to provide hot water in winter season. • Solar Light - To provide light in remote areas. • Submersible pump for wholesome water supply in the building. • The building shall be constructed with anti-earthquake provision. B. Construction Manual: • Detailed construction manual for Primary School/Upper Primary School/Additional Class Room. 7
Good Practices in Construction C. Training to V.E.C. • Training is given to VEC member and masons at district level in which provisions laid down in the construction manual are explained by engineers of RES Deptt. (Master Trainers) for better execution of work with Earthquake resistant provisions. D. Third Party Technical Supervision, Monitoring & Quality Assurance of Civil Work: • This was carried out for the construction works of Upper Primary School & Additional Class Rooms sanctioned for the year 2010-11. The final draft report has been submitted by the consultant to State Project Office. 8

Composite Multistory School buildings in urban areas. • The State Government has provided free land for construction of school building. • Construction of there schools will benefit the SC/ST & weaker section of the society.
