  3. Test Security Policy • All personnel involved in any aspect of standardized testing must: • be trained • strictly adhere to all security policy procedures • Only personnel trained in test security and administration shall be allowed to have access to, or administer any standardized test.

  4. Test Security Policy • Materials: Storage and Use • A predetermined, secure, locked area should be designated for storage of secure materials – the principal and School Test Coordinator (STC) should have the only keys for the duration of testing. • It is strongly recommended that no one work in the secure storage area without another person present.

Test Security Policy • Materials: Storage and Use • Test booklets and answer documents are secure materials that must NEVER be left in open areas or unattended. • Test Administrators (TA) should be given access to test booklets ONLY on the day(s) the test is administered. • Test Administration Manuals must be given out at least one week before testing begins.

Test Security Policy • Materials: Storage and Use • All testing materials must be accounted for using written documentation that is then forwarded to District Test Coordinator (DTC) at the conclusion of testing. • At the conclusion of daily testing or during an extended break, all secure testing materials must be counted and returned to the secure, locked storage area.

Test Security Policy • Accommodations for Special Populations • Must be accommodations the student receives on a regular basis throughout the school year (IEP, IAP, ACE). • Individual Accommodation Plan (IAP) should be signed by the STC and LEA 504 Coordinator (Vondra Steib). • A signed copy of the IAP should be given to LEA 504 Coordinator – 30 days prior to tests. • Accommodations are in place only in order to give the student with disabilities a level playing field with non-disabled peers.

Test Security Policy • Accommodations • Only accommodations actually used in testing are to be coded – after testing is completed. • Give TAs a list of the students that they are testing and their accommodations. • For accommodations that allow responses on anything but an answer document, the responses must be transferred to a scorable answer document, using a No.2 pencil for the student to receive a score.

  9. Test Security Policy • Accommodations • Test Read Aloud or Communication Assistance – All tests except the ELA Reading and Responding sessions can be read aloud, signed, or cued. • The directions only to that session may be read aloud, signed, or cued.

Test Security Policy • LEP Accommodations • The TA may not translate passages, questions, or answer options on the test from English, but may translate directions to the test, which appear in the TA Manual, as well as the boxed directions in the test booklet that appear at the beginning of the Reading and Responding and Proofreading sessions in the ELA test.

  11. Test Security Policy • LEP Accommodations • Students must respond in English; student responses may not be translated by the TA. • LEP students who are also classified as special education or Section 504 may also receive accommodations as specified on their IEPs or IAPs.

  12. Test Security Policy • Testing Environment • Must be the same as the usual classroom environment. • Complete form if large room such as library, cafeteria, etc. • Spacing between students • Space for students to handle materials • Procedures for controlling interruptions

Test Security Policy • Testing Environment • A change in set Pupil /Teacher Ratio or classroom must have written permission from LDE. • Small group – no more than 8 students • Grades 4-12 – no more than 33 students • One proctor for every 30 students • May not schedule different assessments in same room at same time – even small groups

  14. Test Security Policy • Classroom Preparation • The classroom must be prepared for testing. • Students need to be seated with sufficient space between them. Seating needs to be staggered. • Any content related bulletin boards, walls, or posters must be covered or removed. • Testing signs must be on door.

  15. Test Security Policy • Test Administration • Students must have room for materials and to write at desks. • Test administrator must read directions as written. • Test materials must be disseminated and picked up as directed in Test Administration Manual in a systematic order.

Test Security Policy • Test Administration • Test administrator must periodically circulate around the room and monitor students as they are testing. • Students may not use highlighters, markers, or crayons on the answer document. If a student uses anything but a No. 2 pencil on the answer document, the responses must be transferred to a clean answer document.

Test Security Policy • Test Administration • ELA Writing Topic for GEE 10 • TA must read aloud only the directions from the manual. • The Writing Topic may not be read aloud or discussed. • ELA test administrators must receive a copy of the Writer’s checklist to read aloud during test administration.

  18. Test Security Policy • Test Administration • The TA Manual specifies where calculator use is permitted. • Where calculator use is permitted, students may not use calculators with CAS (Computer Algebra System) or other symbolic manipulation capabilities.

  19. Test Security Policy • Cell Phones • All student and test administrator cell phones MUST be turned OFF during testing. This must be carefullymonitored during testing. • Students’ phones must be turned in to the test administrator before testing.

Test Security Policy • Cell Phones • If an individual student’s cell phone is seen, rings, or if there is any cell phone activity while the phone is on the student’s person during the actual testing sessions, then the test on which the student is working will be voided. In such instances, the teacher is to collect the student’s test and answer document immediately and have a hall monitor take the student to the office.

  21. Test Security Policy • Cell Phones • The student must remain out the classroom until testing is completed for that subject. An Irregularity Report and a Void Notification Form must be completed and sent to the District Test Coordinator as soon as possible.

  22. Test Security Policy • Cell Phones • If a student’s cell phone rings and it is with the phones that have been collected, all students are to continue testing. An investigation by the Principal and School Test Coordinator will be conducted when testing is completed to determine if tests will be voided.

  23. Test Security Policy • Cell Phones • If a test administrator’s cell phone rings, is seen, or if there is any cell phone activity during testing, all students are to continue testing. An investigation by the Principal and School Test Coordinator will be conducted when testing is completed to determine if tests will be voided due to Administrative Error. • If an Administrative Error occurs, a retest may be given prior to the next scheduled test administration with the approval from the State. There will be a $350.00 charge assessed to the school for each retest due to Administrative Error.

Test Security Policy • Emergencies During Testing • Students should place answer documents on top of test booklet and hand all secure materials to TA as they file out of room. • TA should carry documents with them outside of the building. • If test security has been maintained, testing may continue after students return to the room.

  25. Test Security Policy • Emergencies During Testing • If test security has been compromised, testing should not be continued. Answer documents should be sent in with the responses that were completed prior to the emergency.

  26. Test Security Policy • Administrative Error • If tests are voided due to Administrative Error, a retest may be give prior to the next scheduled test administration. • $350 charge to school for each retest due to administrative error.

Test Security Policy • How to Avoid a Violation • Do not examine any test items. • Do not give students access to test questions prior to testing. • Do not copy, reproduce, discuss, or use at any time, all or part of any secure test booklet or answer document. • Do not coach examinees in any manner during the test.

Test Security Policy • How to Avoid a Violation • Do not alter or interfere with examinees’ responses in any way. • Do not provide answers to students in any form - written, printed, verbal, or nonverbal. • Administer the tests in a manner that is consistent with instructions provided by LDE. • Follow all security regulations for distribution and return of secure materials.

Test Security Policy • How to Avoid a Violation • Have a written accounting of secure materials before, during, and after testing. • Report ANY testing irregularities to the Principal and the District Test Coordinator. • TESTING IRREGULARITY REPORT to DTC (Appendix IX) • Fax Irregularity Forms to District Test Coordinator daily.

Test Security Policy • What Happens After a Violation • The District Test Coordinator (DTC) shall be notified in writing immediately by the School Test Coordinator (STC) and Principal. • Letter of Account/Incident • Meeting of School Level Committee Form • Void Notification Form • The District Test Coordinator (DTC) starts an investigation process as well as the STC.

  32. Test Security Policy • Assurance • All parties involved in the testing procedure must sign a SJPPSS “Oath of Test Security and Confidentiality Statement” BEFORE testing begins • The SJPPSS “Oath of Test Security and Confidentiality Statement” must be kept on file for three (3) years.

Test Security Policy • Assurance • Send in the STC Oath to DTC. • Keep TA Oath on file at school site for 3 years. • AFTER testing is concluded all parties involved in the process must sign the “Oath of Test Security and Confidentiality Statement”. • Bring STC Oath to DTC after testing. • Keep TA Oath on file at school site for 3 years.

  34. General Alerts • Return district office documents (security checklist copies, documentation of testing irregularities, the School Test Coordinator Oath of Security and Confidentiality Statement) in the provided folder.

Test Security Policy • Training at School Site • Use PowerPoint to train all personnel. • Training must be completed by • March 18 – Phase 1 and 2 LEAP • April 5– iLEAP and LAA 2 • Copies of sign –in sheets should be placed in folder. • STC should keep the original and copies should be made for DTC.
