HQT with ESEA Flex • Title II data collection and reporting requirements remain (reporting number and percentage of classes taught by NHQTs) • Only ESEA Section 2141 is waived, which requires schools that have not met the 100% HQT requirement to address the needs of non-HQTs in their Academic and Financial Plan • All other HQT-related requirements (parent notification, restrictions on the uses of Title I and Title IIA funds, etc.) remain in place
New Licensing Grade Spans • New rules adopted 2/22/13 • Grade span 5-9 is now 6-8 (affects 6 courses - 2 teachers lose HQ) • Grade span 7-12 license now 6-12 (affects 94 courses and 32 teachers gain HQ) • HTSB anticipates all licenses to be revised by end of June • New license grade spans have been converted in eHR for HQ Note: When a license expires, so does HQ

What is a Highly Qualified Teacher? The No Child Left Behind Act of 2001 (NCLB) requires that all teachers who teach core academic subjects meet the federal requirements for Highly Qualified Teachers
Who Needs to be HQ • All core content area teachers • Teachers who do NOT teach a core content class do NOT need to meet HQT requirements • PE, Music, Computer, Librarian, Counselor
NCLB Core Academic Content Areas All teachers must be highly qualified if teaching any of the following core content areas: *SPED teachers must be licensed in SPED & HQ in every content area assigned. teachers who teach TESOL, ELL, Alternative Education, etc. must be HQ in every core content assigned. Assigning Teacher in eSIS • Importance of accurate updated information • Multiple system and programs use data • Scheduling at the elementary level is required • Tools to check for incomplete eSIS information – LDS Data Quality Report (see handout)
Exempting Classes (doc. 3c) • Classes taught by college or university instructor • Contract must be with college or university for class to be exempt • Documentation to be sent to HQT section by deadline for exemption
Technology Based Exemption (doc. 3d) • Classes taught via computer based instruction • System must deliver, assess and grade • Use form 700-007 and provide copy of P.O. to vendor
Previewing Assignments • eHR for HQ - August 12-22 • All teachers’ assignments can be previewed • No “validation” required • Only opportunity to make corrections to teacher assignments for HQT purposes • Once preview window closes, assignments are used to generate HQ/NHQ data

Title I Requirement (doc.1c #34) • Federal law requires that all teachers hired after the first day of the 2002-2003 school year must be Highly Qualified • Title I schools must hire only HQT for content area.
Title I Requirement • May hire NHQT only if • No HQ applicants applied • All HQ applicants declined or • other unavoidable circumstance occurred • 3 Step Process to Ensure HQT within one year • Must document why NHQT was hired • Must ensure that teacher has an approved PDP that clearly describes how s/he will become HQT at the end of the year. • Ensure that plans are completed, provide funding assistance, and monitor throughout the year for progress
Documenting Hiring of NHQT • Principal Reporting Form • School needs to keep a copy for their records
Assisting NHQ Teachers – Two Choices… • Document HQ - When teachers appear to be HQ at this time • Professional Development Plan – When teachers do not appear to be able to earn the HQ designation at this time For every NHQT, either choice 1 or 2 must be completed and submitted to DOE by September 30
Requirements for HQ Teachers • A bachelor’s degree and • Full Hawaii state licensure and • Assignment match to grade level of license and • Demonstrated content expertise through one of the following: • Passing scores on the PRAXIS II in each core academic subject area taught, or • Be National Board certified, or • For secondary teachers only, a major or the equivalent in the content area • Or: • Meet HOUSSE requirements for those teachers with ONE or more years of teaching experience See Doc. 1c
Temporary HQ for Teachers Enrolled in Approved Alternative Routes to Certification Programs • Have already earned at least a bachelor’s degree • Be enrolled in a state approved alternative teacher education program, and • Have evidence of passing score on the Praxis II for each core academic subject taught, and • Be within the first three years of employment as a teacher, and • Be approved for temporary HQ by OHR. See Document 2f and 2g

For Teachers Who Appear to be HQ (doc.2a) • Complete HQ Documentation Forms • Teacher signs • Principal verifies and signs • Principal makes 2 copies of all documents • Copy #1 - Principal files copy in school based file (yellow jacket) • Copy #2 - Principal gives to teacher • Send original forms with supporting documentation to HQT Section • Check eHR for HQ (within 30 days)
Documenting HOUSSE (doc.2b)(Highly Objective Uniform State Standard of Evaluation Rubric) Teachers with at least ONE complete year of experience may qualify to become HQ in the core content subjects through the HOUSSE option
