  3. ISSUES AND CHALLENGES • Inconsistent Government policies • Lack of skilled manpower • Inefficient public sector • Unstable political environment • Low investment in R & D • Lack of environmental concern • Lack of competition

  4. RECOMMENDATION • Standardize definition of service sector among APO countries • Knowledge sharing among APO countries through more study meeting mission… • Investment in social infrastructure - education and health • Encourage investment in R& D • Strengthen the role of NPO
