Macroeconomic Outlook • Tanzania has been able to achieve more in terms of the macroeconomic stability over the past decade. • It has, by regional comparisons, sustained high economic growth rate at an annual average of over 6%. • However, the sustained level of growth still fall short of the National Vision 2025 and MKUKUTA targets. • To a large extent the situation has been contributed by among other things; poor infrastructure, global economic crisis, draught, pace of growth of technological changes and climatic changes . 3

Business Environment • Despite various regulatory reforms and reviews undertaken by the government that aimed at improving the Business Environment, Tanzania has not faired well in Global Business Environment reports from 2007 - 2011; including • The Investment Climate Assessment, • Doing Business Report and • Global Competitiveness Report. 5
Business Environment • In September, 2009, His Excellence President Jakaya Mrisho Kikwete directed the formation of the National Taskforce with the aim of making a thorough analysis and come up with appropriate recommendations including possible reforms and amendments. This was prompted by the World Bank Published Doing Business Report 2010 which showed that Tanzania’s ranking ( Ease of doing business) has been deteriorating over the past two years ( 124 ( DB 2008) , 127 ( DB 2009) , and 131 ( DB 2010)
Business Environment • Based on the recommendations/interventions received from relevant sector ministries, the National Task force team prepared a comprehensive Government Road Map for the Business Environment and Investment climate in Tanzania as a guide document to curb the prevailed situation .
Ongoing Interventions to Improve Business, Investment and Competitiveness Climate • Electricity: Power Master Plan • Finance: Second Generation Financial Sector Reform Programme • Taxation: Tax Administration Reform Programme • Macro economy stability: NSPRP (MKUKUTA) • Business Environment and Investment Climate: BEST, LSRP, PSRP, Local Government Reform Programme 9
Ongoing Interventions (Cont…) • Transport: National Transport Investment Programme • Education and worker’s skills: MMES, MMEM, Tertiary Education Programmes • Access to Land: Land Reform Programme • Corruption: National Anti Corruption Strategy & Action Plan (NACSAP) • Big Result Now ( BRN)- borrowed Malaysian Model 10
Achievements of business enviroment in Tanzania • Digitization and consolidation of files at BRELA’s registration office; • Simplification of payment and filing of tax through General Electronic Filing Regulations; • Simplification of mobile phone payment of VAT, Property and Individual Tax through M-PESA, Tigo Pesa, Max Malipo, etc…
Achievements of business environment in Tanzania • The ongoing installation of Integrated Land Management Information System (ILMIS) for easy retrieval of land records; • The establishment a “One Stop Centre” service delivery concept at the Port of Dar Es Salaam which at the moment has led to a subsequent decrease of time taken for clearance of cargo to 9 days; • A 24 hrs operations at the Port of Dar Es Salam enhanced.
Achievements of business environment in Tanzania • Elimination of permanent blocks along Dar Es Salaam – Rusumo Highway from 50 blocks to 15 blocks. • Credit Reference Databank (CRD) was launched by the Bank of Tanzania Management. While the establishment of Credit Reference Bureau (CRB) has been given to the Private Sector - M/s Dun & Bradstreet Credit Bureau Tanzania Limited and has been licensed in to operate as a Private Credit reference bureau in Tanzania.
Achievements of business environment in Tanzania • Credit Reference Databank (CRD) was launched by the Bank of Tanzania Management.
