Main objectives • presenting a new and fresh reflection on methodologies for assessing territorial and regional sensitivity of EU legislation, policies and directives (LPD) • building a general common framework in which assessments concerning single different LPDs could fit; • applying the proposed framework to around 12 EU directives • building a more in depth assessment of 3 directives • supplying policy makers with an operational procedure that could work as a “evidence based policy support” in the preparation of new legislation and directives; • involving EU stakeholders (the Commission, national, regional and local authorities) and the ESPON MC in a dialogue
Vulnerability Concept Definitions in ARTS • Potential effects (exposure): Which economic, social, and environmental fields could be affected by EU directives? • (Territorial) sensitivity: Which characteristics make a territory potentially affected in its economic, social, and environmental fields? • Impact: Which are the territorial effects of a certain policy given its potential effects and regional sensitivities? • Adaptive capacity: How weak/strong is the ability of a system to adjust to the potential impact? link to governance aspects
Methodology • Directive exposure matrix / Check list for potential effect, encompassing on the two dimensions: • EU directives (12 selected directives), • types of exposure • Regional Exposure Filter assesses, if • the Directives are relevant to • each particular region • Regional Sensitivity Filter, defines • the sensitivity (low, moderate, high) of each region • against the different types of exposure • Territorial Impact Matrix, encompassing for each specific directive • the types of exposure • the sensitivity according to the regions
