Leonard Cheshire Disability • A UK based NGO delivering innovative services within the UK. • An inclusive development INGO • Working in collaboration with partners in 54 countries • Specialises in inclusive education, livelihoods, support for everyday living and community based rehabilitation • Research, Policy, Campaigning and Advocacy

Leonard Cheshire Disability and Inclusive Development Centre • Specialises in undertaking original qualitative and quantitative research in disability and international development • Disability scoping studies in Zimbabwe and Nigeria ( DFID) • Disability policy audit in Malawi, Namibia, Swaziland and Mozambique (SAFOD) • Disability surveys in Darfur and India

Principles of Effective Mainstreaming • AT ALL TIMES BASED ON THE TENETS OF THE UNCRPD • ENGAGEMENT: Inclusion of widest possible range of representative people with disabilities, especially Disabled People’s Organisations (DPOs) • ACCESS: Ensuring a genuinely inclusive environment that results in effective dialogue and engagement at all stages of the policy-making process. ( Physical and information) • RESOURCING: Adequate funding to ensure critical engagement between governments and civil society institutions (particularly DPOs) in the development, implementation and evaluation of disability inclusion • ENFORCEMENT: Enforcement and monitoring of mainstreaming disability initiatives

Background • 2 year project funded by EU (DG EMPL) 2005-2007 • 7 partners in 6 European Countries (Spain, UK, Ireland, Malta, Greece and Portugal) • Developed with in-depth consultation with disabled people, academics, policy-makers etc. • Most of the researchers were people with disabilities Co-financed by the European Commission

  10. What is EDAMAT? A tool to promote mainstreaming through: • A framework to guide planning of any policy, programme or law ( Element 1) Civil Servants / policy makers • A checklist to measure mainstreaming in a policy, programme or law ( Element 2). Civil Servants or civil society/DPOs/lobbyists • Advocacy Guidelines for and by disability stakeholders to lobby government ( Element 3). Local and national DPOs / civil society Co-financed by the European Commission

Conclusions • EDAMAT is one tool for monitoring the inclusion of disability in mainstream public policy. • If used it has the potential to make comparative analysis between countries. • However, mainstreaming is contingent on sufficient human and financial resources being made available. • Ongoing critical dialogue between governments and civil society is essential • Mainstreaming has to be based upon the tenets of the UNCRPD.
