At the NRS: There is little value in committing a Terrorism Action against a NRS or against a Recruiter: This is because there are ~5,000 Navy Recruiters Worldwide Recruiters are “Soft targets” There is little publicity or sensationalism in attacking a Recruiter By the Law of Armed Conflict, ALL uniformed personnel are legitimate targets, including Recruiters The Enemy will largely ignore our Laws, Rules and Code of Conduct But there IS value in Vandalizing/Irritating CNRC Recruiters are easy to find, often the only Military Presence in an area Protestors feel that irritating CNRC is a way to “get back” at the system

    5. Our first “terrorist” is an insurgent who has left a bomb in the auditorium. The “terrorist” asked you to save their seat while they make a head call, left an innocent looking package in their seat, and is now back at their apartment watching TV, waiting for the breaking headlines: “Bomb kills 12 Sailors and injures 37 during a terrorist act.” CAN YOU IDENTIFY our “terrorist”?

    6. Keep them talking Contact the CDO and call 911 Ask “When is the bomb going to detonate?” Ask “Where is the Bomb Located?” Ask “What is the composition of the bomb?” Ask identity of the caller and location Ask motivation of the bomber Search, secure NRS, evacuate if appropriate

    7. LEAVE OVERSEAS – If you are taking leave OUTSIDE of the USA, the leave needs to be submitted a MINIMUM of 30 days in advance and your leave chit must include the following; 1. PASSPORT information is mandatory 2. Anti-terrorism certification 3. Leave address with leave phone number including country code. 4. Block 9 is ALWAYS the CDO phone # (510) 773-8714 5. Blocks 11a & 11b are left blank if taking leave IN CONUS. 6. NRD has to generate a message and send it to the Embassy to let them know that a service member is going to be in that country.

    9. Our Next “terrorist” is a spy who has stolen a military uniform and is walking among us, about to detonate an improvised explosive device. Like many infiltrators, the “terrorist” does not wear the military uniform correctly. There is something “just not right” with their uniform, which gives them away. The “terrorist” is hiding an improvised explosive device under their uniform. CAN YOU IDENTIFY our “terrorist”?

Recruiter enters Applicant name and SSN into secure website Website gives a one-time password Applicant and/or Recruiter login in with one-time password and changes password Applicant and/or Recruiter login in with permanent password and completes EPSQ/SF-86 ONLINE Recruiter Logs in to secure website, checks EPSQ/sf-86 and electronically SUBMITS to MEPS-level review MEPS reviews submission, PRINTS 3 privacy act/release pages (along with bar-coded fax cover sheet) and has applicant sign when they are processing MEPS electronically SUBMITS the EPSQ/sf-86 to DSS/OPM (Navy is charged $) MEPS FAXES signed pages and custom bar-coded cover sheet into Defense Security Services, a few minutes later the secure website indicates receipt (just like the new DTS when you fax in receipts)

The" terrorist” wants to join the Navy and shoot as many Sailors as possible during live fire weapons training on the rifle range. Like many amateurs, the" terrorist” made mistakes on their documentation and their name is inconsistent and misspelled in their application and kit. CAN YOU IDENTIFY our “terrorist”?
