The implementation of required organizational and methodological arrangements for agricultural census conducting is determined by the Mid-term Prospects Social-Economic Development Program of the Russian Federation (2002-2004), (2003-2005).

Agricultural censuses in Russia • First agricultural census was conducted in 1916, second – 1917,third – 1920. • Agriculture crops sown area censuses 1964, 1976, 1985 (in all categories of households) • Fruit berries and grapes crop census 1970, 1984 (in all categories of households) • Census on livestock population (1 January 1996)in population households
The Agricultural census will involve: • 25 thousands of large and medium agricultural organizations, • 8 thousands of small enterprises, • 264 thousands of private (peasant) farms, • 16 millions of private household farms, • 14.6 millions families which have collective and individual kitchen gardens, • more than 5 millions families which have plots for individual construction • and other agricultural producers.

Organization and methodology of pilot agricultural census conduction
Pilot agricultural census aim The aim of the pilot census is an examination of organizational and methodological principles of All-Russia agricultural census conducting and data processing technology. During the pilot agricultural census it’s necessary to provide:
· approbation of program and methodology of agricultural census conducting; • · approbation of agricultural census conducting terms, duration and methods of data collection from different agricultural producers; • ·toolkit testing and censal staff load measuring ;
·reviewingthe issue of requirements for agricultural producers during All-Russia agricultural census; • ·approbation of selection and employment of different population groups as censal staff. Their labor compensation;
