Resource Limit Calculator • Proposed LDL Equation Change: • LDL = MIN {Max (POWERTELEM – (SCED Down Ramp Rate * 5), LASL), HSL} • Purpose: • The change to the LDL equation is to ensure that the LDL and HDL limit that is passed to SCED does not exceed HSL under any circumstance. • Documents to be updated: • TN.EMS.GN.ResourceLimitCalculator.DD Section 3.2.6, modify Low Dispatch Limit equation as per above equation. • Protocols Section 6.5.7.2 (8) TPTF
Resource Limit Calculator • Removal of HEL from Ramp Rate calculation • Purpose: • The change will only allow RLC to use HSL when calculating HASL. It will be the QSE’s responsibility to increase, when possible, the HSL limit during a System Emergency. • Documents to be updated: • TN.EMS.61C01.GenerationSubsystemReqSpec GS-FR36, delete ” If the System Emergency Flag is set, the Resource Limit Calculator shall replace HSL with HEL when calculating HASL” • TN.EMS.GN.ResourceLimitCalculator.DD GS-FR36, delete ” If the System Emergency Flag is set, the Resource Limit Calculator shall replace HSL with HEL when calculating HASL” • TN.EMS.GN.ResourceLimitCalculator.DD Section 3.2.1, delete • ” If (System Emergency Flag is set) • HASL = Max (LASL, (HEL – (Reg-Up Ancillary Service Responsibility + Responsive Reserve Ancillary Service Schedule + Non-Spin Ancillary Service Schedule)))” TPTF
