  2. Transportation Programming Guide Overview The Transportation Programming Guide is a comprehensive document that prioritizes the City of Sacramento’s transportation programs and projects. Transportation projects are identified through various means with public input. Criteria is applied to score and rank transportation projects. The resulting scored and ranked lists are used to guide transportation funding decisions.

Transportation Programming Guide MAJOR STREET IMPROVEMENTS PROGRAM • Projects: • Close gaps in the circulation network • Relieve congestion • Improve safety • Provide for the efficient movement of people, services, and goods • Have regional transportation significance • Projects include: • Roadway Widening • Extensions/Connections • Grade Separations • Interchange Modifications PROJECT EXAMPLE: ARDEN-GARDEN CONNECTOR

  6. Transportation Programming Guide STREET MAINTENANCE PROGRAM* • Street Maintenance is routine work performed to the pavement to improve ridability of the road surface. • Activity Includes: • Overlay • Chip seal • Slurry seal • Cape seal * Projects determined by Pavement Management Application

Transportation Programming Guide STREET RECONSTRUCTION PROGRAM* PROJECT EXAMPLE:BROADWAY RECONSTRUCTION • Required when a street has deteriorated to the degree that normal maintenance is no longer effective. • Street Reconstruction involves: • Removing and replacing all asphalt concrete and aggregate base • Placing new striping and pavement markings • May include new curb, gutter, and sidewalk  * Projects determined by Pavement Management Application

  8. Transportation Programming Guide TRAFFIC SIGNALS PROGRAM PROJECT EXAMPLE:FRUITRIDGE RD/LAWRENCE DR/VISTA AVENUE • Traffic signals: • Facilitate orderly traffic flow • Allow pedestrians to cross • Require traffic analysis and overview to ensure public safety

  9. Transportation Programming Guide ALTERNATE MODES PROGRAM PROJECT EXAMPLE:19th/20th STREET BIKE TRAIL CONNECTION • Prioritizes bicycle and pedestrian projects in three categories: • On-Street Bikeways • Off-Street Bicycle/Pedestrian Trails • Bicycle/Pedestrian Bridges

  12. Transportation Programming Guide SIDEWALKS TO SCHOOLS PROGRAM PROJECT EXAMPLE:TAYLOR STREET SCHOOL • Prioritizes sidewalk projects around schools to: • Increase safety for students walking to school • Reduce automobile trips

Transportation Programming Guide SPEED HUMP PROGRAM PROJECT EXAMPLE:NORTH AVE between Dry Creek Rd and Rio Linda Blvd • Are used on residential streets where other methods of slowing traffic have not been effective or are not appropriate • Speed humps: • Enhance public safety • Reduce vehicular speeds • Reduce cut-through traffic on residential streets

  14. Transportation Programming Guide DEVELOPMENT DRIVEN PROJECTS* PROJECT EXAMPLE:JACINTO CREEK PLANNING AREA (JCPA) • Projects are: • Funded primarily from non-public sources • Integral part of the City's overall transportation system * Projects listed but not prioritized

  15. Transportation Programming Guide SMART GROWTH • The City has adopted Smart Growth Principles that attempt to change development patterns to: • revitalize the existing urban communities • support transit, walking and bicycling modes • preserve open space

Transportation Programming Guide SMART GROWTH CRITERIA CONCEPT • Changes in criteria that may give more points to projects that: • support community revitalization plans • encourage residential mixed use development • decrease automobile trips and trip distances • encourage transit, walking and bicycling modes • encourage infill development
