  2. Congressional Approval • No agency may exist without approval • Has ability to eliminate agencies that don’t function according to its rules

  3. Purse Strings • Agency can’t spend money authorization from Congress • Can authorize spending on yearly pr permanent basis • Without authorization, an agency will go out of business

  5. Bureaucracies don’t want oversight • Allows non-competitive bids to be awarded to the companies • Companies are said to have the “Politicians in their pockets”
