  4. Comments • The topics presented in this training are presented as they relate to the FEMA EC. i.e., this course does not cover the detailed aspects of the NFIP (insurance, mapping or floodplain management).

  9. Purpose of the FEMA Elevation Certificate

  10. Purpose of the EC • 1.Flood Compliance • Used to provide elevation information necessary to ensure compliance with community floodplain management ordinances and the NFIP regulations

Flood compliance con’t… • If a community utilizes the FEMA EC, • . . . the local official who is authorized by law or ordinance to administer the community’s floodplain management ordinance will need to determine the lowest floor based on the information provided on the form and final field inspections.

  12. Purpose con’t • 2.For flood insurance purposes • The EC is used, along with the insurance • application form, to determine the proper • rating for flood insurance premiums for newer (Post-FIRM) structures, and may be used to reduce insurance premiums for older (Pre-FIRM) structures.

  13. 3.Support LOMAs and LOMRs The EC may be used to support a request for a Letter of Map Amendment (LOMA) or Letter of Map Revision Based on Fill (LOMR-F). Does not replace the MT-EZ, MT-1 or MT-2 forms which must be filled out

  14. CAUTION Communities that participate in the Community Rating System (CRS) mustuse the FEMA EC as a condition of participation!

  16. SFHA The land in the floodplain within a community subject to a one percent or greater chance of flooding in any given year.

  17. SFHAs • For areas not studied in detail, a SFHA may be designated as Zones A or V on the Flood Insurance Rate Map. • For detailed study areas, a SFHA will have more refined designations, including Zones AO, AH, A1-30, AE, A99, AR, or VO, V1-30, or VE on the Flood Insurance Rate Map

  18. BFE …means the water surface level of a watercourse or waterbody, referenced to an established datum, that corresponds to a flood event that has a one percent chance of being equaled or exceeded in any given year.

  19. Lowest Floor... • “...means the lowest floor of the lowest enclosed area, including basement. • An unfinished or flood resistant enclosure, usable solely for parking of vehicles, building access or storage in an areaother than a basement area is not considered a building’s lowest floor...

  20. ... Lowest Floor ...provided that such enclosure is not built so as to render the structure in violation of the applicable non-elevation design requirements of this ordinance.”

Non-elevation design requirements • Flood Openings: All new construction and substantial improvement with fully enclosed areas below the lowest floor (excluding basements) that are usable solely for parking of vehicles, building access or storage, and which are subject to flooding,... ThisMEANS…

  23. Flood Openings... • ...shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater.

  24. Flood Openings ... • Designs for meeting this requirement must meet or exceedthe following minimum criteria: • 1. Have a minimum of two openings on different sides with a total net area of no less than one square inch for every square foot of enclosed area subject to flooding; or

  25. Flood Openings … • 2. Be certified by a registered professional engineer or architect to comply with the guidelines for engineered openings in FEMA Technical Bulletin 1-93.

  26. Flood Openings ... • The bottom of all openings shall be no higher than one foot above grade. • Openings may be equipped with screens, louvers, valves or other coverings or devices provided that they permit the automatic entry and exit of floodwater.

  29. Comments on Flood Openings... • A window, a door or a garage door IS NOTconsidered an opening.

  30. Construction Standards All new or substantially improved structures shall have the lowest floor, including basement, elevated to or above the base flood elevation.
