Grant Renewals Policy • The renewals policy and process applies to all RCC, Phase 2 and SSF grants, including those derived from NSA and HSS (cross-cutting and HSFP) proposals. • Before the end of each Implementation Period, grants are required to undergo a renewals review to assess program results and performance, identify opportunities for reprogramming towards more strategic interventions, and determine whether funding for the next implementation period will be recommended to the Board. • Eligibility Criteria: Effective 1 January 2012, the following country eligibility rules apply to renewals. The GF will issue a Renewals Eligibility List for each calendar year. • CCM eligibility criteria.

Strategic Refocusing of Existing Investments: Rationale • •Significant amount of resources approved in proposals but as yet uncommitted or unused, e.g., in EECA: • $575 million approved for TB, • $445 million have already been disbursed to countries for TB programs, • $760 millioncommitted funding (renewal) for 20 countries. • •Interventions that may no longer be appropriate e.g., by time of grant renewal, original Board-approved proposal is [3]+ years old • •Material reprogramming is rare: less than [5%] of grants renewals include reprogramming[only 26 reprogramming requests out of 500 renewals from 2006-11]
Global Fund Grant Renewals • Up to 3-year “checkpoints” of achievements against the objectives and goals of the Proposal in terms of “programmatic progress and public health impact”. • Opportunity to ensure effectiveness of our investments in a disease program, review implementation arrangements and/or reprogram. • Periodic Reviews – and whenever possible all renewals - look at the entirety of GF funding in a component program (all PRs).
Global Fund Grant Renewals • •The assessment conducted at the time of grant renewals focuses on: • i. progress towards proposal goals and disease impact; • ii. PR performance; and • iii. identified grant or program-level risks, if any. • Note: The GF will not seek to directly attribute disease impact to a specific PR. • •The additional financial commitment recommendation to the Board per PR will include: • i. Performance rating; • ii. Recommendation category (with corresponding conditions, if any); and • iii. Recommended additional financial commitment amount.
Examples of High-level Questions for Renewal Panel Discussion: • Are resources focused on highest impact interventions? • Are we investing strategically to maximize health impact (taking into account the donor landscape in-country)? • Is the latest normative guidance adequately reflected in the program design?
Examples of High-level Questions for Renewal Panel Discussion (cont’d): • Is this program appropriate to the country’s disease epidemiology and health system’s context? • If not appropriate, what needs to change? Are there any areas we have missed / critical gaps? • Are reprogramming suggestions adequate? • What contributions could the in country technical partners make to address the key conditions and critical issues?
