  1. TAIWIN By: Jim Riley, ANG-E282 To: Icing Wx Tools Meeting Date: 11/19/13 – 11/21/13

  2. Name Change TAIWIS = Terminal Area Icing Weather Information System TAIWIN = Terminal Area Icing Weather Information for NextGen

  3. System (“Box”) or Capability

  4. TAIWIS REQUIREMENT, 1/2 DESCRIPTION: Manage terminal area icing weather information for operational decision making for both ground and in-flight icing conditions. These icing conditions include ground operations and take-off, climb, descent, holding, approach, and landing. Combine products of liquid water equivalent (LWE) research, winter weather ground icing research, and remote sensors and other new technology developments into a comprehensive terminal area icing weather product for use by air traffic, flight crews, dispatchers, airport operators and ground de/anti-icing operations.

  5. TAIWIS REQUIREMENT, 2/2 OUTCOME: The outcome of this R&D will be to provide a prototype terminal area icing weather information system that will provide accurate real-time icing conditions information to air traffic staff, weather dispatchers, ground operations staff, and flightcrews.

  6. TAIWIN REQUIREMENT, 1/2 DESCRIPTION: Improve terminal area icing weather information for operational decision making for both ground and in-flight icing conditions.

  7. TAIWIN REQUIREMENT, 2/2 OUTCOME: The outcome of this R&D will be to improved weather terminal area icing weather information capability that will provide real-time icing conditions information to air traffic staff, weather dispatchers, ground operations staff, and flight crews.

  8. FAA Legal Opinion - Known IcingJanuary 12, 2009 1/2 Pilots should also carefully evaluate all of the available meteorological information relevant to [SLD conditions for] a proposed flight, including applicable surface observations, temperatures aloft, terminal and area forecasts, AIRMETs, SIGMETs, and pilot reports (PIREPs), to include reports of negative icing

  9. FAA Legal Opinion - Known IcingJanuary 12, 2009 2/2 As new technology becomes available, pilots should incorporate the use of that technology into their decision-making process. If the composite information indicates to a reasonable and prudent pilot that he or she will be operating the aircraft under [SLD] conditions that will cause ice to adhere to the aircraft along the proposed route and altitude of flight, then known [SLD] icing conditions likely exist.

  10. Issues Capability at alternate airports Diversion of flight to alternate airport • Inflight SLD between airports • Majority of SLD accidents are more than 20 miles from alternate airport [Is this correct?] Cost of system prototype development Path to operations • Role of ATO

  11. Comments on FY2013 TAIWIN Project Plan NextGen Aviation Weather Division (ANG-C6)Advanced Concepts & Technology Development Office

  12. Role of NSOC in TAIWIN The Reduced Weather Impact (RWI) Program of the FAA’s Aviation Weather Engineering Branch initiated: Flexible Terminal Sensor Network (FTSN) project Now renamed: NextgenSurface Observation Capability (NSOC) Are NSOC capabilities being sufficiently utilized?

  13. Need for Study Providing Operational Baseline for TAIWIN Rule changes will impact operations of various categories of aircraft Will the proposed development be cost-effective in mitigating those impacts? Need traction tractionfor investments in ground sensors and forecast operations Quantify • the problem • how much of the problem can likely be mitigated by the proposed research and development. Build what I call a conceptual operational model addressing the following questions.

  14. Question #1 What is the traffic demand by aircraft category during the weather conditions addressed in Appendix C and in the different portions of Appendix O?   Need baseline hard data such as developed for the Core 30 study • Would provide an operational baseline for the problem.   • Should include Core 30 terminals and for selected other airport categories or regions.

  15. Questions #2, 3, 4 Previous slide How much of that traffic demand by aircraft category is reduced in today's operations withtoday'sinformation andtoday's rules? How much of that traffic demand  would  be reduced in today’s operations withtoday's information and the new rules? How much of that traffic demand by aircraft category would be reduced in today's operations with new information under the new rules?

  16. Final comments Should be added as a task to the TAIWIN Project Plan. Comprehensive effort Assumes operations are safe Dealing with inefficiencies produced by lack of information. Would likely required a company not currently part of the TAIWIN team.
