Overview • DECC Smart Metering Implementation Programme (SMIP) business process deign group (BPDG) identified requirements for Data Communications Company (DCC) access control • DECC consequential changes group and Smart Working Issues Group (SWIG) refined requirements into code changes • Changes identified to UNC, iGT UNC and SPAA • UNC 0430 raised by NGN • iGTUNC 047 raised by ES Pipelines • SPAA changes to follow

UNC 0430: The Data Items • Obligate shippers to pass specific data relevant to smart metering to GTs – new data items • SMS Operator Entity & effective from date • DCC Service Flag & effective from date • IHD Install Status & effective from date* • Unique Property Reference Number (UPRN) • Changes to existing data items • Smart Meter Installing Supplier: can be derived • Meter Type: use new allowable items for Meter Mechanism Code • Back to back changes identified to iGT UNC * Subject to DECC decision

UNC 0430: Permissions - Shipper • Provide permission for GTs to provide data to relevant parties • Shipper (on change of supplier) for each MPRN • All existing data items on current flows • Meter Type (Meter Mechanism Code) • SMS Operator Entity & effective from date • DCC Service Flag & effective from date • IHD Install Status & effective from date * • Smart Meter Installing Supplier ID • UPRN (where known) * Subject to DECC decision

  5. UNC 0430: Permissions – DCC • Data Communications Company for access control purposes • MPRN • Supplier ID & effective from date • MAM ID & effective from date • Meter Point Address • Meter Point Postcode • UPRN (where known) • Meter Type (Meter Mechanism Code) • GT ID • Market Sector Flag

Xoserve ROM • Includes data collection from shippers, storage including iGT data & playback to shippers on Change of Supplier and to DCC for access control • Communications infrastructure costs for Xoserve-DCC & Xoserve-iGTs not included • Costs associated with increased volume of data submissions not included or assessed • Delivery 44 - 62 weeks. DCA to refine requirements beneficial • £600k - £1m with full UPRN a further £500k - £1m

  7. Next Steps • Co-ordination with iGT 047 • Refine data transfer requirements • DECC decision on inclusion of IHD data items still under review • Agree User Pays allocation between shippers • Request a DCA to refine Xoserve requirements, costs and timescales • NGN to consider legal text options
