Millenium - City of NaestvedCommunication • Background: • The FEMA (Federal Emergency Management Agency) and City of Naestved sat up a disaster scenario with all local stakeholders at the decision level. • Uncovered some ”sensitive” risks: • No guarantee from power suppliers • No guarantee from telecommuncation company • No guarantee on back up systems – power supplies for local telecommunciation exchange points

  3. Millenium - City of NaestvedCommunication • Assesment: priorities on most basic needs • Challenge : Strategic communication independent of existing power supplies and existing telecommunication /radiocommunication infrastructure

Millenium - City of NaestvedCommunication Solution: Operational part of communication defense portable radios Niros TRX 1001 – staffed by the ordinary volounteers from muncipal civil defense Special selected equipment communicating in radio frequenze espeially ordered for this separate situation (10 plus 2)

Millenium - City of NaestvedCommunication • How to define ”strategic communication”: • First of all ensure extra communication options for the rescue teams responsible for the local society • Police, municipal fire department, regional level of FEMA (Federal Emergency Management Agency), rescue operator Falck, …… • But, But … if now power and no telephone – how then for citizens to communicate their emergency calls to the rescue teams ?

Millenium - City of NaestvedCommunication • How to define ”strategic contact points for citizens ”: • Challenge: communication only possible in shorter distances and in direct line (geography important) • Challenge: which contact points are welknown by the citizens already ? • Solution: The elderly homes in neighbourhoods – 10 contact points in all

Millenium - City of NaestvedCommunication • How to inform the citizens: • Challenge: how to make a different marketing in competition with information overload • Solution: • Letter from mayor to all households • Local newspapers – help your neighbour-campain • Personal contact to relatives to all elderly citizens in own homes receivning elderly services from the city • Local/regional radio station prepared for action

Millenium - City of NaestvedCommunication • Luckily nothing happened the 31st of December 1999! • But in September 2004 the ”impossible” scenario happened: • Naestved (and most of Zealand) were without power app. 7-8 hours caused • by break down of power supply in the ”delivery line” from • Sweden/Norway …….. • All shops closed down in one hour – and the mobile net crashed • Most staff from city hall went home to pick up children from Nursery schools (including staff in crucial positions) etc. • Emergency post at technical directors office was established • Considerations to put the millenium communication in action again

  14. To consider the technical architectures of communication between “flexible set-ups of different stakeholders” to be able to cover different scenarios not being foreseeable is important ! Thanks for your attention ! For further consideration
