  5. TEIN2 Network fully deployed • Directly connects 10 Asia Pacific research communities and Europe • TEIN2 PoPs in Beijing, Hong Kong, Singapore • Tokyo PoP provided co-operatively by Japanese networks • TEIN2 NOC in Hong Kong provided by Tsinghua University

  6. Critical Success Factors for TEIN3 • TEIN2 is well used • Seamless transition • Coverage is maintained/increased • Transition to Asian ownership • Funding secured

TEIN2 is well used • Medical Applications e.g. Tele-consultation between Australia and Vietnam • Disaster warning e.g. Philippine Institute of Vulcanology and Seismology (PHIVOLCS) + partners • Oceanography e.g. ASEM Oceans Initiative • Climatology e.g. Philippine and German Weather Centres • Distance learning e.g. University of Health Sciences, Cambodia and UPMC Medical School, Paris Please help TEIN2 partners promote TEIN2 usage!

  8. 2. Seamless Transition • Essential to maintain existing TEIN2 applications and user confidence • Could carryover existing TEIN2 network contracts while TEIN3 network is procured

Coverage is maintained/increased • First priority: maintaining existing TEIN2 coverage • Increase coverage where possible: • New partners wishing to connect at own cost: will be encouraged • New partners wishing to connect with external funding support: subject to sufficient project funding • From ASEM to pan-Asian network?

Transition to Asian Ownership • DANTE believes Asian ownership and management essential for long term sustainability • (No DANTE Asian office!) • Various organisation models to be considered • TEIN3 partners need to want to work collectively • Planning needs to start now! • Transition should complete during 2008 to 2010

Funding Secured • TEIN2 beneficiaries are 80% funded by EC, TEIN2 non beneficiaries are making net contributions at own cost • Sources of funding for TEIN3 • Asian partners (beneficiary status) • Asian partners (non-beneficiary status) • European Commission? • Other external funding agencies?

Lobbying EC and partner governments • Centrally- co-ordinated programme of political lobbying underway: • ASEM ICT Senior Officials 8 June 2006 • ASEM6 Summit Meeting 9 Sept 2006 • ASEM ICT ministers late 2006 • Vital that TEIN2 partners brief their representatives of the benefit of TEIN2 and the need to fund TEIN3 participation • Strong support by EC for this course of action
