Acquisition Strategy • Multiple Award/Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts with 5 Year Period of Performance • Focus on agility, flexibility and responsiveness • Maximize Full and Open Competition and Small Business opportunities. • Accommodate all funding types (RDT&E, Proc and O&M) • Tailor task order/contract types and resourcing at the task order level. • Tailor and implement incentives at the basic contract and task order levels • Address classified requirements at task order level. Require Primes to hold Top Secret Facility Clearances. • Tailor Organizational Conflict of Interest (OCI) Clause, including Section H Clause, to maximize competition opportunities. Require Primes to either bid on all Task Orders or request a PCO waiver.
