  32. Capacity Building. • A training programme was conducted for implementing agencies Sarswativahinisanchalansamiti (SVSS) ,Block and district officials and Head teacher at the beginning of the year 2010-11. Ministry of HRD, Govt. of India

  33. Best Practices. • Egg/ Bananas is given once a week. For this elaborate guidelines have been issued. • State has introduced food taste register in school in which on roster basis teachers use to take cooked food before it is being served to the students. Even officials of education department and Deputy commissioner of the district taste the quality of the food served to students. Ministry of HRD, Govt. of India

Conti….. • The Hon’ble Chief Minister and Chief Secretary of the State reviews the implementation of the scheme with the officials concerned. • The State level meetings and regular video conferences are being conducted for reviewing the implementation of the programme. • State has provided multiple taps attached with the hand pump so that children can wash their hand quickly in order to save time and go back to classes. .   35. Conti….. • A memorandum of understanding has been signed with Bharat Sanchar Nigam Limited (BSNL) to provide landline to schools. In two thousand schools BSNL landlines have been installed • In view of the hygienic aspects all SVSSs have been asked to provide APRON to the cooks and this has resulted tremendous inclination to take care of health and hygiene among the cooks. • Further in Ratu Block of Ranchi District Spoons have been provided to students. Students use to eat food with spoon. Ministry of HRD, Govt. of India

  36. Conti….. • Every school of the state is having BAL SANSAD duly elected among the students of the school. Members of the BAL SANSAD have been entrusted with the work of ensuring handwashing of every child before he takes meal in the school • Recently under NRHM health card is being provided to the students after health check up .During checkup if it is found that medicines are required it is provided by the doctors. • In order to check the problem of attendance ,from 2005 to 2008 state launched SCHOOL CHALE HUM ABHIYAN. and Enrolment increased manifold.   38. Community participation. • Guru Gosthi: Every month guru goshti is held at the block level in which all the head teachers of the block is present. Meeting is chaired by the Block Education Extension Officer .In the meeting every school is reviewed and report is taken. • Monitoring cell randomly contacts with the Headmaster/Member of VEC/Teachers of that particular school and enquire about the running of the scheme • There are two committees functioning at the school level-Village Education Committee (VEC) and School Management Committee (SMC). Apart from above committee a sub-committee of VEC functions to implement MDMS and supervise the implementation of MDM in the school. Ministry of HRD, Govt. of India

Conti….. • The implementing agencies (SVSS) are responsible for lifting rice from the Block godowns as per allotment made by the BEEO. • Implementing Agencies (SVSS) besides maintaining registers also furnish monthly reports on implementation of Midday Meal in the schools to BEEOs for onward transmission to the District. • The records maintained by Implementing Agencies (SVSS) are inspected by School management Committee/VEC and camp is organized at the cluster and block level periodically to check and train the members of SVSS. • Till date monitoring from state/district/block level is done on the mobiles of the head teacher/VEC and SMC members.   40. Greivance Redressal Mechanism • The department has formed comprehensive micro level three tier monitoring system at State, District and Block level Monitoring Cell. All level Monitoring Cell have the telephone no. of the member of Village Education Committee/ Headmaster of schools, where Mid-Day Meal Scheme is running. • The department also takes quick action on the report, received in monitoring cell and according to need, necessary correspondence with Deputy Commissioner/ District Superintendent of Education of the concerned district has been made to solve the problem properly. • The numbers of the State are 0651-2401656 , 0651-2400884

  41. State Advisor to Commissioners of the Supreme Court(May-2010) • A Report based on Field Survey in Four Districts in the 39 sample villages of four districts of Jharkhand – Palamu, Chatra, Godda and WestSinghbum. • In one of the surveyed village named Kushumghati under Godda district, there was no school in the village. • Around 59 percent of the children are malnourished and 21.45 lakh children who are of the age group 6-14 years continue to be out of school. The drop out rate is very high, particularly for dalits and adivasis. • No school of Palamu district serves eggs/fruits along with MDM.

  42. Conti..... • In only 3 schools egg was provide as part of the mid day meal. • In 21 percent of schools disruption of food grain was reported, it hampers the regularity in distribution of noon meal in the school. • The MDM programme needs to be supervised regularly so that it functions smoothly. In only 50 percent of the school MDM was inspected in the last one year. • The concerned officials hardly supervise the MDM in the schools of the sample districts.

  43. Conti..... • Caste discrimination was found in only 1 school (2.63%). The issue was reported in Middle school Gadikhas under Patna block of Palamu district. As per the information children belonging to Scheduled Caste /Scheduled Tribe are being discriminated by the head master of the school. • More than 40 percent of the schools never change their menu in the school. • In around 21 percent of schools there is a disruption in timely delivery of foodgrains • In around 40 percent of the schools there are no cooking shade and they have to cook in the open space.

  47. Proposal for Construction of Kitchen-cum-Store The State had informed that they have constructed 17031 kitchen Sheds through convergence. This information was provided at the time of Seeking Funds for the construction of 12988 kitchen sheds. Ministry of HRD, Govt. of India

  50. ISSUES • Revised cooking cost is effective from 10/08/2010. • No SSMC Meeting in the state. • Very high level of Anemia & under nutrition cases among children found in the state. • Poor MME Utilization • Mismatch between Food grain Lifting and T.A • Mismatch between Cooking cost and Food grain Utilization in the districts • Poor school health programme • No evaluation studies conducted. • Coverage of students against enrolment is poor.
