Lawrence County, Tenn. If Redstone were an automotive industry complex or some other commercial enterprise, I’m sure that we would think differently about this huge economic engine that drives north Alabama. You’re familiar with these numbers so I won’t belabor the facts, but I would like to challenge us to try to think of Redstone as something other than a military post/federal spigot. Perhaps if we thought of Redstone as a 38,000 acre industrial park with 30,000 jobs and great potential for growth it might alter the way we support this asset. After all, this industrial park is responsible for more than half of this region’s jobs. 7. Explanation of Salary Distribution
Population data is based on information contained in the 31 December 2006 (1st Qtr FY07) Installation Manpower Status Report (IMSR) for Redstone Arsenal Organizations and Marshall Space Flight Center (NASA). The population used was:
Government Civil Service employees 14,528 (Includes NASA)
NAF employees 542
Military 1,969 (754 PP & 1,215 Students)
Government Contractors 12,904 (Includes NASA)
TOTAL 29,943
Determining Average Salaries and Distribution of the population
The local Civilian Personnel Assistance Center (CPAC) provided a database (excel) of salaries by city and zip code for over 8,000 individuals serviced by the CPAC. Based on this data we were able to establish an average salary. We were also able to group the over 8,000 individuals into the areas shown on the chart, i.e., Huntsville/Madison, AL; Northern Alabama/Southern Tennessee; Eastern Alabama; Southern Alabama; and Western Alabama. This allowed us to determine what percent of the 8,000 population resides in each area. We then applied area percent distribution to the total population of 29, 943.
The average DOD Civil Service employee salary was based on $82,329.56 per year.
The average NAF employee salary was based on $39,800.00 per year.
The average Military Permanent Party salary was based on $72,336.35 which includes BAH and BAS. I determined TDA authorizations by grade of existing Redstone units. I used year group salaries as follows:

LTC 22 Years
W5 26 Years
E9 26 Years, etc.
The average Military Student salary was based on an E-2 with under 2 years service and minimal amount receiving BAH and BAS. This data was added to the Huntsville/Madison location only.
Contractor salaries are unknown; however, a conservative estimate of $80,000.00 annually was used.Explanation of Salary Distribution

Among other ways that they have shown that support is with construction projects. The state funded Martin road widening increases traffic flow through gate 1, one of the entries to the administrative portion of the arsenal.
Concerned about the small GO quarters we had, the City built three new 3200 Ft2 quarters for 3 of our five US GOs. (We also have a French GO at NATO MEADS MA.)
Not only did our DFAC win the Connelly Cup for the Southeast but we are nearing completion on a new state of the art DFAC.
