PURPOSE To brief the Select Committee on Women, Children and Persons with Disabilities on: • The women and youth framework of the Department • Status and implementation of the Women and Youth frameworks • Provincial feedback on outreach campaigns to create awareness of these programmes • Collaborative initiatives that involve Dept. of Women, Children and Persons with Disabilities

  4. BACKGROUND • The Department has developed a framework for the empowerment and participation of Women and Youth in Human Settlements • The frameworks were approved by MINMEC on 11 March 2010 • Provincial forums were established to ensure implementation of the framework

WOMEN EMPOWERMENT PROGRAMME • Promote and facilitate participation of women in HS value chain through allocation of 30% target of the department’s budget for women owned projects • Build partnerships with key sector stakeholders from government, NGO’s and private sector • Profile women in human settlements delivery e.g. Builds, HS Awards, Marketing programmes. • Identify challenges, skills required and develop support systems for emerging women contractors as well as women service providers.

YOUTH PROGRAMME • HS adopted NYP 2009 – 2014 definition, however, age is adjusted to be18- 35. • The YiHS programme is a service programme • It aims to: - Expose youth to the sector, - Transfer skills, -Instil voluntarism spirit, - Provide youth with pointers to opportunities • Programme is linked to DHS mandate

OUTREACH PROGRAMMES Women’s build: • Take part in the national campaign to commemorate the historic 1956 women’s march to the Union Buildings • Raise consciousness about the construction sector and women’s role in it • Demonstrate how cooperative governance and partner institutions support the DHS women initiatives • Promote women’s access to economic opportunities within the housing sector • Promotion of volunteerism and partnerships

  21. OUTREACH PROGRAMMES Youth Build: • Youth Builds conducted during Youth Month - Support is overwhelming, - Highly participative • Youth in Human Settlements Forum Meetings - Provinces have focal persons who disseminate information and manage projects

OUTREACH PROGRAMMES Envisaged Programme Outcomes • 1956 housing units built by women contractors • Sector stakeholders partnerships (PPP) • Each one settles one concept promoted • Sustainable Human Settlements are delivered at speed by young people • Accredited training of young people in Construction related and other skills at various NQF level

OUTREACH PROGRAMMES Envisaged Programme Outcomes • Young people participate in service activities (i.e. construct houses, greening, bulk infrastructure, etc) • Promotion of entrepreneurship opportunities for participants • Self reliance • Exit opportunities strategies for young people in place • HS professionals and artisans produced to provide professional leadership in the sector
