  3. Committee Duties • Monitor pending state and federal health legislation and regulation changes • AHIMA and StateNet • Advocacy Liaison to AHIMA Policy and Government Relation’s Team. • Interpreter for AHIMA advocacy communications

  4. Committee Duties continued • Respond to legislators on both federal and state level • Knowing your legislators: • State • Federal

  5. Committee Duties continued • Annual updates and/or additions to WSHIMA Legislation Manual • Principles of Health Information Exchange • Defining “Health Information” and the “Health Record” • E-Discovery

  6. Committee Duties continued • Medical Identity Theft and “Red Flags” Rule • Health Information Portability and Accountability Act (HIPAA) • Subpoenas, Search Warrants, Court Orders, Stipulations • Retention

Committee Duties continued • Inform membership of pending legislative issues through Evergreen Bulletin, Elerts, WSHIMA website and CoP (Community of Participation) • Seek input from membership via telephone, on-line surveys and other communications regarding significant issues impacting our profession • WSHIMA representation at Washington State “Hill Day” visits

  8. Future Deadlines and Initiatives • Department of Health and Human Services (HHS) final rule to implement ICD-10-CM/PCS and upgrade HIPAA Standards. • Updating version 4010/4010A standards to 5010 standards by January 1, 2012 (however HHS recommends readiness and testing by January 1, 2011)

  9. Future continued • American Recovery and Reinvestment Act of 2009 (ARRA) • Medicare and Medicaid Information Technology Title; electronic health records (EHR) “meaningful use”; • Health Information Technology Policy Committee outline for rules July 2010; • Incentive payments to use EHR

  10. Future continued • Health Information Technology for Economic and Clinical Health (HITECH) Act • New privacy and security policies • New State and Federal Regulations
