Overview • The President has requested that the Congress repeal 10 U.S.C. § 654, "Policy Concerning Homosexuality in the Armed Forces," and directed the Department to: • Assess and consider the impacts, if any, a change in the law would have on military readiness, military effectiveness and unit cohesion; • Consider how best to implement, should repeal occur. • SECDEF and CJCS owe the President an answer by 1 December 2010. 15

  17. Service Liaison Officers The Service Liaison Officers serve as the primary Working Group contact for the Services, ensuring communication and coordination, receipt and integration of Service input, as well as providing subject matter expertise to support the Working Group teams. 17

  18. Survey Team • Mission: The Survey Team will provide the means for current and former DoD personnel and their families to express their support or concerns associated with repeal. The Team will also work with the Policy Development Team to examine the current body of work on this issue and generate original research, if required. • Objectives: • Complete a Survey of DoD by 31 Jul 10 • Face-to-face engagements of current and former Total Force, Service members and their families by 31 Jul 10 • Update of 1993 RAND study by 30 Sep 10 18

Legislative, Regulatory, and Legal Team • Mission The Legislative, Regulatory, and Legal Team will identify required changes to DoD regulations and federal statutes, including the Uniform Code of Military Justice, as well as consider legal issues that may arise if repeal occurs. • Objectives • Compile/review federal laws, policies, and regulations; compile and review legal and regulatory issues • Conduct comparative legal analysis of state and foreign laws; solicit views of US legal scholars and foreign military leaders and legal experts • Develop assumptions, findings, issue papers, and conclusions • Deliver report inputs 19

Policy Team • Mission • Determine the impacts to military readiness, effectiveness, unit cohesion, recruiting/retention, and family readiness that may result from repeal of the law and recommend actions in light of such impacts. Consider appropriate changes to policies and directives consistent with repeal of the law, should it occur. • Objectives • Review all DoDDs, DoDIs, & other issuances or policies potentially impacted by a repeal and identify necessary changes/additions • Obtain necessary data from the services & other govt & mil sources • Review foreign military policies and implementation • Obtain attitudinal data from current and former DoD personnel, families, American public, religious ldrs, interest gps, social scientists, health professionals, other entities regarding the impacts of a repeal. • Address policy issues raised in surveys. • Complete report writing 20

Education and Training Team • Mission • The Education and Training Team will review existing homosexual conduct policy implementation regulations, determine requirements for standards of conduct and new policy training, and recommend leadership guidance for an education and training plan of action in order to effectively support the implementation of a repeal of the law, should it occur. • Objectives • Determine requirements for training on standards of conduct and new policies • Determine appropriate changes to existing leadership and training policies and regulations • Determine appropriate compliance methods to monitor the workforce climate that support successful follow-through on implementation. • Draft implementation standards 21
