  3. Innovation – how to explain it? • A new theoretical paradigm is emerging driven by to dimensions (at least): • The new economy (knowledge based) • Regions gains importance • Implications?

  4. ”The new economy” – what is it? Several trends (giving strength to each other): • World markets liberalisation • Increased international competition (not only products, but also services) • New technology • Specialisation • Knowledge driven (brains is more important than hands) • Globalisation along with regionalisation • And many more…… Main point: Economic development is Innovation and knowledge driven

  5. ”The new economy” continued 1 • If: • Innovation is the main drive for economic development • Then: • Existing theoretical framework (neo classical economic theory) for explaining (and measuring) innovation has limitations/problems • Why 1? • Innovation in this perspective is perceived as ”planned” exceptions (creating disequilibrium) not a normal phenomenon in the market. • Why 2? • Innovation = knowledge development (of some kind)

  6. ”The new economy” continued 2 Knowledge development equals: • Increasing returns the more it is used • Some kind of learning (formal/informal) • Learning and interaction between people/businesses • Trust and proximity Traditional economic theory (neo-classical economic theory and the linear innovation model) New economic theory (endogen theory, cluster theories, learning regions etc and the interactive innovation model)

How do we measure innovation? “If you can’t count it, it’s countless!” Many of the innovation indicators today are a result of the traditional way of understanding innovation (the linear innovation model) We need to develop innovation indicators that captures the dynamics in the innovation process (the interactive innovation model) “If it’s only countable, it doesn’t count!” BUT: Even ”traditional” regional innovation indicators are not very developed. Until now main focus has been on the national level

  8. Regions matter! There are no such thing as to similar regions! Regions gains more attention both in theoretical and practical terms: • EU focus on regions as the main “unit” for economic development • New theories suggest that successful regional innovation systems is a result of endogene factors and “bottom-up” processes rather than “top-down” processes and “Grand design” projects

Oslo Innovation Scoreboard (OIS) What does Oslo Teknopol do? • Catch up – step by step strategy • Today: Regional Index 2002 – general picture of economic development • Short term: Develop a tool (a general OIS) that put us in a position to compare and be compared • Medium term: Develop OIS to include business sectors • Long term: Develop OIS to include the dynamics of the innovation process and help us understand the innovation processes in our region “Big hairy goal: The Osloregion shall be one of the most innovative regions in Europe by 2010”
