Background • In North Carolina, the 9th grade is 45,757 students larger than the 12th grade • NC ranked 45th in the nation in the percent of ninth graders who graduate four years later. • The state’s high schools still fulfill their original mission to sort and prepare those students who are already destined for college while others either dropout or struggle through with diplomas that may be unrelated to the needs of the economy or the requirements of higher education.
