Issues of Existing System • Details of PAPs registered with RIPAs are not available with CARA • Long Waiting periods for PAPs due to non-availability of online information • Longer duration for the adoption of Children with Special Needs • Post-Adoption Monitoring Reports were not available • No standard Formats for Home Study Reports (HSR) of PAPs

How CARINGS Facilitates AFAAs? • Online PAPs’ registration through AFAAs • Uploading of Home Study Reports as per CARA requirements • Uploading of courier details relating to dispatch of PAPs’ dossiers • View Adoptive Children • View the Adoptive Child Study Report & Medical Examination Report • Match the Adoptive Children details with PAPs’ requirements • Track the status of Adoption by registered PAPs • Request for closure/withdrawal from Adoption • Upload Child’s Citizenship & Arrival Details • Upload Post-Adoption Monitoring Reports • View Circulars/Notices issued by CARA
Role of CARA in Inter-Country Adoption • Verification of the parents details sent through Home Study Report • The approval by designated committee as per CARA Guidelines • In case registration details differ from HSR details, then CARA may reject the case • Forwarding the approved dossier to appropriate agency matching the PAPs’ requirements • Issue of NOC and Conformity Certificate
Role of SARA in Inter-Country Adoption • Supervise, monitor and implement the adoption processes in State • Monitor the status of Children available with different agencies for adoption • Recognize the agencies, recommend to State Govt. and CARA for issue of Inter-Country Adoption Licenses • Track the applications registered by PAPs • Assist in Investigations and inspections • Issue Adoption Recommendation Certificate (ARC) for inter-country Adoption
Role of RIPAs in Inter-Country Adoption • Receive the dossiers forwarded by CARA • Verify the required documents and home study reports • Match the suitable child to the PAP • Provide the Child Study Report (CSR) & Medical Examination Report (MER) to AFAA • Apply for NOC to CARA after receiving acceptance from parents • Apply for Court Order • Final Handover of Child to PAP
AdoptionProcess for Inter-Country Adoption Registration of PAPs By AFAA Child Arrival, citizenship & Post Adoption Follow-Up Dossier Recd. At CARA Child Adoption CARA put the case in scrutiny committee Conformity Certificate by CARA Rejected No Yes Dossier Forwarded to RIPA Petition filled at court by RIPA Home Study & Document Checked by RIPA Forwarded to CARA for NOC Suitable Child Matched with PAP’s Recd. Acceptance From PAP’s
Children with Special Needs Module for AFAA • At a time 24 Children with Special Needs are shown to each AFAA • AFAA can reserve 3 Children at a time • AFAA can view the Child Study Report (CSR) and Medical Examination Report (MER) • If required contact respective RIPA for more details • AFAA can match these children with registered PAPs • In case AFAA failed to find a family for the child, the child gets automatically released after 60 days • After Matching with PAPs’dossiers, CARA forwards the cases to respective agencies for the adoption process
