Background • The changes presented here cover both: • Demand Resource Auditing • Transitional PRD • Both are scheduled for implementation on June 1 • Overlap in the manuals affected • Demand Resource Auditing to be filed with FERC in March • Transitional PRD • Filed with FERC August 19, 2011 • FERC order January 19, 2012 • FERC filing January 31, 2012

FERC Order January 19, 2012 • Accepted August 19, 2011 filing subject to conditions • Required 90-day compliance filing to: • provide further justification or submit revised Tariff sheets to eliminate use of Demand Reduction Threshold Price as a bid floor; • Amend the proposed tariff for the transition period to allow ARCs to bid aggregated demand response into the market.

  4. January 31st Filing • ISO filed these conforming changes to the FCM rules to accommodate PRD revisions: • Permits Real-Time Demand Response Assets associated with Real-Time Demand Response Resources to offer Day-Ahead Demand Reductions under Appendix III.E; • Applies the baseline methodology approved in the January 19th Order; • Provides LMP Compensation for RTEG and RTDR Resource dispatch • Changes Dispatch of RTDR Resources from Demand Resource Forecast Hours.

  5. Schedule • Markets Committee • March 6: review proposed changes • April: review proposed changes • May: review and vote manual changes • Participants Committee • June: vote manual revisions

  6. Deletion of M-RTPRD/DALRP • These programs terminate on May 31, 2012. • Therefore, the ISO proposes to delete Manual M-RTPRD/DALRP effective June 1, 2012.

  7. Manuals Changed • M-11 • M-20 • M-28 • M-29 • M-35 • M-MVDR • M-RPA • The listed changes that follow are being evaluated in light of recently proposed Tariff revisions.
