  8. UNITY Assessment Findings • In 15 large U.S. cities, interviews with: • Mayor • Police Chief • Public Health Director • Schools Superintendent • Most cities said they lacked a comprehensive strategy • Cities with the greatest coordinated approach also had the lowest rates of youth violence

Herb Marlowe, PhD Since 1987, Dr. Marlowe (Analytica) has developed and implemented systems and processes for private, public and non-profit clients that improve organizational performance, manage organizational transitions, and strengthen community impact. Dr. Marlowe recently facilitated the Strategic Planning process for the Hillsborough County Board of County Commissioners.

Bob Sheehan – Project ManagerB.A. Criminology, M.B.A Regulatory Compliance Programs Coordinator Consumer Protection Agency Bob joined the Office of the County Administrator upon retirement from the Tampa Police Department in 2004. He has extensive experience investigating sex crimes, homicide, assaults and child exploitation and has managed projects related to internal organizational issues, Pain Management and PIP Clinics and synthetic drug regulations.
