CONTINGENCY PROCESSING Purpose The purpose of the NALCOMIS Contingency Manual is to provide the optimized NALCOMIS IMA organizations with procedures and guidelines to be followed during contingency operations. It is designed to be used by designated NALCOMIS users and computer operations personnel as a guide for processing NALCOMIS information during periods of system downtime and system recovery. This manual describes those activities, procedures, controls, and system design considerations that support aviation maintenance and supply operations for periods of time that NALCOMIS is not fully operational.
CONTINGENCY PROCESSING Scope The Contingency Manual defines the various aspects of contingency operations. It describes various system downtime scenarios and identifies the actions that must be taken by work center, Production Control, and Supply personnel in response to each of these scenarios.
CONTINGENCY PROCESSING System Failure A system failure is defined as any component of the computer hardware or software that is not working properly. System failures may be related to workstations, printers, communication lines, power lines, disk drives, tape drives, or servers. All problems (scheduled and unscheduled) related to the system software and computer programs are system failures.
CONTINGENCY PROCESSING Problem Severity Defined as the magnitude of the negative impact of any system failure on ongoing maintenance and supply operations. The required response to correct system failures depends upon the severity of the problem. Problem severity is classified as follows: · Critical - indicates total, uncontrolled failure of the entire NALCOMIS system. Return to normal operations is expected to take longer than 6 hours. · High - indicates total, controlled shutdown of the entire NALCOMIS system. Return to normal operations is expected to take longer than 6 hours.
CONTINGENCY PROCESSING Problem Severity (Con’t) · Medium - indicates controlled shutdown of the entire NALCOMIS system for less than 6 hours, or failure of a major component of the system (tape drive, communication line, main printer, etc.). · Low - indicates failure of one user-oriented peripheral hardware device (terminal, screen dump printer, etc.).
CONTINGENCY PROCESSING Contingency Operations Defined as those activities, procedures, and controls that should be performed during a system failure and during system recovery. Contingency operations include downtime and backfit procedures.
CONTINGENCY PROCESSING Downtime Event A downtime event is any period of time in which NALCOMIS is inoperable or unavailable for use. There are two types of downtime events, listed below: · Scheduled Downtime - occurs when the system is unavailable to the user for a predetermined period of time (i.e., batch processing). · Unscheduled Downtime - occurs when the system is inoperable and/or unavailable for use for an indeterminate period of time (i.e., system crash, system failure).
CONTINGENCY PROCESSING Downtime Procedures Defined as the activities and procedures that shall be performed during system downtime to support ongoing maintenance and supply operations. There are two types of downtime procedures listed below: · Long-term downtime procedures are defined as those activities and procedures that shall be followed during a system failure with more than 6 hours of downtime. · Short-term downtime procedures are defined as those activities and procedures that shall be followed during a system failure with less than 6 hours of downtime. Short-term downtime procedures apply to a medium-severity system failure.
CONTINGENCY PROCESSING Recovery Procedures Recovery procedures are those activities and procedures that must be followed after the system is restored (scheduled or unscheduled downtime) and prior to normal operations.
CONTINGENCY PROCESSING Backfit Procedures Backfit procedures are specific procedures that must be followed after a system failure. Backfit procedures must be scheduled and performed immediately after the system is restored and prior to normal operations. These procedures allow the entry of NALCOMIS data that was processed manually while the system was down. Backfit procedures will include the NALCOMIS contingency processes to load MAF data and requisition data. Only specially Authorized personnel will be allowed to access NALCOMIS to Perform backfit procedures.
CONTINGENCY PROCESSING Contingency Process The contingency process consists of MAF and Material Requirements Contingency. These procedures allow the backfitting of MAF and requisition data into the database. Only specially authorized personnel will be permitted access to these procedures when it is necessary to update the database after long-term downtime procedures have been performed.
