Durham’s Results Based Accountability (RBA) Initiative March 29th, 2010 Durham Health Summit Tom Bonfield, Durham City Manager & Mike Ruffin, Durham County Manager
RBA Aspirations • Children are ready for and succeeding in school • Everyone is safe • Everyone is healthy** • Everyone enjoys a prosperous economy • Everyone has access to adequate, safe, and affordable housing • Everyone enjoys a community that is vibrant, rich in aesthetic beauty, and embraces and promotes its cultural heritage • Everyone enjoys a healthy environment • Senior adults have optimum choices for the highest quality of life • Everyone enjoys sustainable, thriving neighborhoods with an efficient and well-maintained infrastructure
Overview and History • The RBA framework challenges us to answer two key questions: • How do we measure and communicate progress in areas of concern to our community? • What are we doing to make positive changes around key areas of concern in our community? • The main components of the RBA initiative include: • Supporting effective community-based outcome committees • Tracking community level quality of life indicators
Quality of Life Indicators What matters most to the residents of Durham?
Everyone enjoys a healthy environment Projected trend Target trend
Lessons Learned “Indicators can put issues on the public agenda, but they don’t produce change in and of themselves. Determined citizens produce change—through years of hard political work. Indicators reports themselves are not strategic plans for action. But they can be an effective information resource for such plans, particularly when the indicators process is carried out in such a way as to foster political will.” -- Community Indicators Case Study Jacksonville, Florida
Lessons Learned Effective collaborations are necessary to create positive change in our community. We must be able to engaging the broader community. Building mutually beneficial relationships among stakeholders takes time and effort. Re-creating the wheel is not necessary.
Moving Forward The RBA Advisory Team is working on recommendations to build on the strengths of the RBA initiative. The City, County and United Way of the Greater Triangle are exploring the possibilities of further collaboration in funding nonprofits and non-city agencies. We are currently developing a website that will track community based indicators SEE-IT Visible Strategies website http://durham.visiblestrategies.com/
