Case Management: The case for change. Internal audit revealed • Absence of standards for case management • Wide variation in practices across the UK • Variable standards of record keeping • Inadequate systems of casework supervision • Poor systems for file review • Inconsistent and inadequate systems for recording one off advice given to members • Inability to properly audit progress of cases
The Risk; • Potential for missing important limitation dates • Poor performance could be undetected • Delays in case handling • Dissatisfied members and increasing complaints • Inability to properly answer complaints due to poor record keeping. • Damage to reputation • Potential litigation against the RCN for negligent representation
The Remedy • LEAN Review of the Case Management process • Development of explicit and consistent standards for case management across the UK • Development of standard documentation • Development of a new electronic Case Management System • Robust procedures for file review and file audit • Scorecard reports to Executive Team on Key Indicators
Activists: The current situation. • No robust system in place for measuring activists caseloads • Inadequate documentation to enable consistent record keeping relating to cases • No explicit standards for activists to work to • Supervision and support is largely dependent upon the activist engaging • Potential for litigation arising from incorrect advice or inappropriate action • Inability to identify training needs
The Activist Needs: • to have a record of contacts and work done. • to have the time in which to do it. • to have the appropriate tools to do the job. • appropriate and on-going training and development to maintain competence • to have an Audit trail to protect themselves and the organisation in the face of complaints or litigation. • to be valued by the organisation.
The Royal College of Nursing Needs: • to ensure that activists have the right tools for their job. • to ensure accurate, up-to-date information is been given to the membership • to understand activist workloads and report on them • to ensure that activists are properly supported in delivering casework (link to mentorship project) • to tailor training to activist needs • to have an audit Trail
Next Steps Sub Group to be established to consider the role of activists in case management. • Reps from UK Committees • Anne Wells (Council Champion) • Steve Flanagan (Chair) • Staff from RCN Institute Will develop recommendations and report to Steering Group and MRDC
