Water Conservation In the New Drought of Record
DROUGHT OF RECORD 30 TAC Ch. 288(a)(1)(E)(i) The drought contingency plan must include drought or emergency response stages providing for the implementation of measures in response to a reduction in available water supply up to a repeat of the drought of record.
Historical Conservation Capacity
Historical POPULATION
Historical Per capita storage capacity
GROUNDWATER Over 1,000,000 water wells in Texas 60 percent of the 16.1 million acre-feet of water used in Texas 9 major and 21 minor aquifers 99 Groundwater Conservation Districts
WATER CONSERVATION A combination of strategies for: Reducing the volume of water withdrawn from a water supply source; Reducing the loss or waste of water; Maintaining or improving the efficiency in the use of water; Increasing the recycling and reuse of water; and Preventing the pollution of water.
HOW MUCH DOES WATER COST? 12 oz. bottle = $1.35 (Average) 1 gallon = 10.67 12 oz. bottles 1,000 gallons = $4.91 (Leander) 325,851 gallons = 1 acre-foot 1 acre-foot raw = $151 (LCRA domestic contract) Treatment of 1 acre-foot = ~$800 1,000 gallons of bottled water (bottles) = $14,400 or 1 acre-foot of bottled water (4,692,254 bottles) = $6,334,543
BEST MANAGEMENT PRACTICES Efficiency measures that: Save a quantifiable amount of water, either directly or indirectly Can be implemented within a specific time frame Can help in determining actual water savings
WHAT’S NEW IN WATER CONSERVATION REGS? SECTOR BASED WATER USE REPORTING • Total water use/population = Total GPCD • Single family - GPCD • Multi family - GPCD • Commercial – Gallons/CCF/AF • Industrial - Gallons/CCF/AF • Institutional - Gallons/CCF/AF • Agricultural - Gallons/CCF/AF • Annual Reports to TWDB • 5 year plan submittals to TCEQ (3/1/14) • 5 year implementation reports to TCEQ (3/1/14)
WHAT’S NEW IN WATER CONSERVATION REGS? • Effective for 100% of plumbing fixtures sold for use in Texas on January 1, 2014: • Urinal and associated flush valve 0.5 gpf • Single and dual flush toilets 1.28 gpf

CONCLUSIONS The historic Drought of Record is not the worst case scenario Many parts of the state are experiencing a new Drought of Record every day Recurring drought is forcing Drought Contingency and Water Conservation Planning together Water Conservation is here to stay Don’t wait to plan!
