What Contracts are Excluded? Hiring Authority: http://policy.iastate.edu/policy/hiring/ Signature Authority for Internal Transactions: http://www.policy.iastate.edu/policy/signature/
Who Has Contract Authority? Regents President, SrVP-Business and Finance, SrVP & Provost, VP-Research and Director of OSPA Individuals who have received a Delegation Memorandum Individuals who have authority pursuant to an ISU policy (e.g., P-Card, Fee-for-Service)
Important Notes Deans and Chairs have almost no contract authority A person may countersign a contract so long as someone with authority also signs A person signing without authority may be personally liable if ISU disclaims the contract
Research Agreements Sponsored Research Agreements Confidentiality and Non-Disclosure Agreements Material Transfer Agreements Contract authority: SrVP & Provost, VP-Research, OSPA and OIPTT’s Industry Group have authority - PIs don’t have authority to sign, but are normally asked to counter-sign
Collaborative Agreements SrVP & Provost, VP-Research, OSPA and OIPTT’s Industry Group (Research) SrVP & Provost (Academic)
Fee for Service Directors of fee-for-service units may sign contracts relating to those services
Procurements Purchasing P-Card
