Advantages of Multi Donor Trust Funds • Established fund management platform among UN members • One single channel to receive contributions and provide reports to stakeholders • Funds nationally determined programs • Flexible, Coordinated and Predictable funding • Contributions from donors not present in the country or increased contributions from existing donors • Standard practices and procedures, including reporting – reduces transaction costs to Governments • Transparent program approval and fund allocation • Lessons learned from 22 existing MDTFs

On the Role of Administrative Agent • AA has no role in allocation of resources or programme/project selection • Participating UN Organizations assume full financial and programmatic accountability • Programmes implementation in accordance with Participating UN Organizations’ own Rules and Regulations

Key pillars of UNDP’s Fund Administration • Efficiency: • Expeditious transfer of approved funding within 3-5 days • Prompt follow-up on issues and provision of operational guidance • Transparency: • Full, public disclosure of all Fund operations on MDTF-O website www.undp.org/mdtf • Regular updates of funds received, commitments and disbursements, joint programmes approved, quarterly reports, consolidated progress reports to all stakeholders • Accountability: • Clear definition of roles and responsibilities of the different MDTF stakeholders • Dedicated MDTF Office with functional delineation (“firewall”) of fund administration from programmatic/implementation activities • Participating UN Organizations assume full financial and programmatic accountability in accordance with their own Regulations and Rules • Promote accountability through implementation of UNDG management and Accountability Framework
