  2. FY 2011 IDEA Grant Project Term • For IDEA and IDEA ARRA grants the FY11 term is July 1, 2010 – June 30, 2011 • For IDEA ARRA grants the term may be extended to September 30, 2011

  3. Obligation of Funds • A “substantially approvable” application must be on file at ISBE in order for grant funds to be obligated. • The submission date of the grant is also the start date of the grant project term if the grant is submitted after July 1.

  4. Important Terms in IDEA • Early Intervening Services (EIS) • Excess Cost • Maintenance of Effort (MOE) • Permissive Use of Funds • Proportionate Share • Supplement – Not Supplant

  5. Early Intervening Services (EIS) • Up to 15% of the IDEA allocation may be spent on EIS for students in grades K-12 not identified as needing special education services, but who need additional academic and behavioral support • Some districts are required to spend 15% of their IDEA funds on EIS • The FY11 grants will include an EIS page

  6. Excess Cost Requirement • LEAs may only use IDEA Part B funds for the excess costs of providing special education and related services for children with disabilities • Excess cost is computed under a statutory formula

  8. Permissive Use of Funds IDEA Part B funds may be used for: • The cost of special education services provided in a regular class setting, even if non-disabled children benefit • To develop and implement early intervening services (EIS)

  9. Proportionate Share Equitable services for a parentally-placed private school child with disabilities must be provided in accordance with a services plan. A services plan must describe the specific special education and related services that will be provided to a parentally-placed private school child with disabilities designated to receive services.

  10. Supplement not Supplant If the LEA maintains (or exceeds) its level of local, or state and local, expenditures for special education and related services from year to year, either in total or per capita, then the Part B funds are, in fact, supplementing those local, or state and local, expenditures and the LEA has met its MOE and supplement/not supplant requirements.

  13. Payment Schedule • Payment schedule should adequately reflect the program objectives, activities and evaluations described in the application • Payment schedule should reflect the way the funds will be spent • If salaries are paid monthly – the payment schedule is monthly

  15. Quarterly Reports • Electronic expenditure reports must be filed with ISBE at the end of each quarter • ARRA grants require submission of additional data along with the expenditure reporting requirements • For questions regarding quarterly reports contact Sharon Conrath at sconrath@isbe.net
