The Board of the National Council of Supervisors of Mathematics decided to create this PRIME leadership framework as a call to excellence in mathematics education. NCSM provides the following for mathematics leaders at all levels:

3. PRIME provides the ADULT ACTIONS necessary to address these issue
The PRIME Leadership Framework is written and design for all mathematics leadership types: principals, math specialists, math coordinators, math coaches, curriculum coordinators, lead teachers, math supervisors; mentor teachers. A critical component to improve mathematics learning is the continuous content and pedagogy support needed by teachers on a regular basis.

Asks mathematics education leaders to take responsibility and accountability for leadership practices that will result in mathematics programs that are both equitable and excellent PRIME aims to describe the actions for math education leaders- a vision of what OUGHT TO BE in school leadership in PreK-12 .
PRIME asks leaders to ENSURE – guarantee - that every adult focus his or her attention , energy, and efforts on the right set of things to do .

PRIME is divided into 4 Principles – Every mathematics leader, principal, math coach, coordinator must study and master these 4 principles.
1. Equity Leadership – You as a leader must ensure high expectations and access to meaningful mathematics learning for every student. Equity has been a silent partner. It needs equal play with curriculum, instruction and assessment.
2. Teaching and Learning Leadership – You as a leader must ensure high expectations and access to meaningful mathematics instruction every day.
3. Curriculum Leadership –You as a leader must ensure relevant and meaningful mathematics in every lesson – content
4. Assessment Leadership – You as a leader must ensure timely, accurate monitoring of student learning and adjustment of teacher instruction for improved learning.[Note - likely they will only have the Executive Summary; text below if from pg. 4 in PRIME book]
