Social Protection - Scope“Focusing on the Poor and Vulnerable” Our Concept Leveraging UN’s leadership and credibility in contributing to maintain the current momentum with the Government and other development partners; leveraging UN support, experience and expertise in optimizing policy-making and roll out of Social Protection programmes. 2

Status Successes Challenges 2012 Priority actions • Enabling Environment for Social Protection • Support National Social Protection Strategy operationalization & roll out • Support capacity development and social protection training of CARD-SPCU, line ministries and sub-national authorities • Support the linkage/mainstreaming of social protection into sectoral plans/policies • Support resource mobilisation efforts for CARD-SPCU and programme interventions • Evidence-base generation to inform policy making/dialogue and scale up options for Social Protection programmes: • Support new pilot programmes and scaling up of existing ones • Support review of existing social protection programmes • Consider developing common tools • Consolidation & Coordination • Support Gvt in developing sustainable SP institutional arrangements and financial mechanisms • Continue supporting tight coordination among DPs

Resources & Partnerships Ongoing UN Support & Resources: • ILO => Design for programme and service delivery; Policy support for info mgt • UNDP => Policy support on common SP tools (incl M&E & impact monitoring) • UNICEF => Capacity development; Policy & programmes support (incl. CTs) • WFP => Support on programme roll-out/scale up & service delivery • Other agencies (including UNFPA, WHO, UNAIDS, UN Women, OCHA, UN Habitat, ) Main Partners: • Gvt: CARD and key line ministries (including, MEF/SNEC, MOI/NCDD, MOP, MOH, MOEYS, MRD) • DPs: World Bank , ADB, AusAid, EU. Short-term priorities: ~ $2 million Total value of UNDAF (2011-2015): $158 million Total resources to be mobilized: $116 million

UNCT (suggested) response • Pursue ongoing initiatives • Increase support for the NSPS roll-out • Increase support for relevant inter-ministry dialogue on SP mainstreaming • Tighten up coordination among main agencies for more cohesion (which could allow concept to gel into possible funding proposal) • Support tighter DP coordination
