History • Early 1990’s awareness is raised by firefighters that additional training is needed for vessel fires. • 1993 on board fire on the “Omi Charger” a 660 fttanker in Galveston Texas the NTSB requiring written response plans and review of all port firefighting and response plans and resources. • 1994 a marine firefighting sub-committee was formed and began to hold planning meetings to develop a Marine Firefighting Plan for the NC Ports.

  4. History • In the mid 1990’s the subcommittee reviewed the Marine Firefighting Contingency Plan for the State Ports. Contingency Plan training provided for Morehead City, Atlantic Beach, MOTSU and Wilmington Fire Departments including classroom, table top and on vessel exercises across the region. • In 1997 a meeting was held at the NC State Port – Morehead City for the purpose of establishing the states first Marine Incident Response Team (M.I.R.T.)

  6. History • The MV SSG Edward Carter fire at MOTSU triggered a review and update of the Port Contingency Plan. • 2003 the University of Maryland curriculum was initially adopted by member agencies and used to train firefighters on the challenges of fire in the marine environment.

History • 2007 the council officially incorporates as the NC Marine Firefighting Council. • 2007-2009 NCMFFC collaborates with the NC Office of the State Fire Marshal to develop an accredited training curriculum based on NFPA 1405 for responding to fire emergencies on marine vessels. • 2010 curriculum receives International Fire Service Accreditation Congress (IFSAC).

Training • NC Shipboard Firefighting for Land Based Firefighters can be taught through the Department of Community Colleges at weekend seminars, it consists of 3 modules. • The curriculum can also be delivered in a five day format. • Currently statewide there are 30 qualified instructors. • Since 2012 , 325 students have taken the training, the prerequisite for certification is NC Firefighter Level II.

Mission • To improve and promote preparedness for all member agencies, by conducting the following preparedness activities in order to facilitate a unified and coordinated response to marine emergencies. • Planning (Risk Assessment & Interoperability) • Training (providing standards based training) • Liaison between marine industry and local emergency services • Task Force Development

Membership • Membership is open to any business, agency or individual with a stake in firefighting in the marine environment, including commercial facilities with waterfront operations. • No membership fees. Meetings occur bimonthly, locations rotate between member agencies. • How to become a member? Complete an application and return to the Secretary – NCMFFC.
